We’re seeking an experienced and technically proficient HR Systems Administrator to support our current Oracle Cloud HCM environment while also serving as a key contributor in the implementation of a new Oracle Cloud HCM platform, part of our organization-wide ERP transformation initiative. This high-impact role is ideal for someone who thrives at the intersection of HR and technology—translating complex business needs into scalable, efficient system solutions. Success in this role requires close collaboration across HR, IT, and business units, along with the ability to work independently and drive results.
Ideal candidates will bring hands-on experience with Oracle Cloud HCM, a deep understanding of HR processes, and the ability to balance day-to-day system administration with long-term project work. Experience with other Oracle Cloud ERP modules (e.g., Financials, Projects), as well as knowledge of data migration tools, testing frameworks, and security protocols within Oracle Cloud, is highly valued. Prior involvement in change management or end-user training for HR technology rollouts is also a plus.

Position Summary:
The HR Systems Administrator plays a pivotal role in ensuring the smooth operation of technology within the Human Resources department. This role is tasked with managing HR systems, addressing reporting requirements, overseeing vendor relationships, providing training, and safeguarding data integrity. This position combines technical expertise with a collaborative spirit. Acting as a liaison between development teams and end-users, the HR Systems Administrator configures, customizes, and optimizes HR systems to meet organizational needs. The HR Systems Administrator responsibilities also encompass offering technical assistance to end-users and collaborating with cross-functional teams to uphold data integrity, regulatory compliance, and user satisfaction.

This position reports directly to the HR Business Intelligence (HRBI) Manager and works alongside 3 other HR professionals on the HRBI team which is part of a larger more extensive HR team.
Total Compensation Package
Salary Range: $104,499- $122,948 annually

Administers and maintains the City and County of Broomfield’s HR management systems, including the HRIS, Applicant Tracking System (ATS), Performance Management, Project Management and other related platforms.
Oversees system upgrades, diagnostic testing, and configuration, as well as investigating and managing enhancements to current systems, including researching automation needs.
Identifies and implements application updates through requirements gathering and project management methodologies to ensure transparency, effective communication, and project timeliness.
Conducts regular system data audits, provides technical support for escalated system issues, and manages user access, permissions, and security settings while ensuring compliance with data privacy regulations and company policies.
Stays up to date on the latest trends in HR systems, assists in HR system technology strategy and planning, develop, and maintain system documentation and training materials, and lead training for end-users.
Manages HR systems data analytics, reporting creation, and accessibility, as well as third-party vendors related to HR systems support.
Configures, customizes, and optimizes HR systems to align with organizational policies and procedures, provide technical support and troubleshooting assistance to HR team members and end-users, lead system upgrades, patches, and enhancements, and participate in cross-functional projects and initiatives as an HR systems administration expert.
QUALIFICATIONS, REQUIREMENTS & WORKING CONDITIONS
Education
Bachelor's Degree from an accredited college or university - required in Human Resources, Information Technology, Business Administration, or related field.
Relevant certifications (e.g., SHRM-CP, HRIP, HR Technology certifications) - preferred
Experience
5 years experience required as an HR Systems Administrator, HRIS Analyst, or similar role, with a focus on administering and supporting HR information systems and technology platforms.
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY APPLICANT TRAITS AND SKILLS:
Strong technical proficiency in administering and configuring HR systems such as Workday, SAP SuccessFactors, Oracle HCM Cloud, or similar platforms.
Knowledge of HR processes and best practices, including but not limited to employee lifecycle management, talent acquisition, performance management, and learning and development.
Excellent problem-solving/analytical skills with the ability to troubleshoot complex system issues and recommend effective solutions.
Strong project management skills with the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and communicate technical concepts to non-technical stakeholders.
Detail-oriented with a focus on accuracy and data integrity.
Ability to adapt to changing business requirements
