HSE Deputy Manager

GSO Qatar is seeking an experienced HSE Deputy Manager to support the HSE Manager in leading and implementing Health, Safety & Environmental systems across major Oil & Gas EPC projects.

The role will ensure full compliance with Qatar regulatory requirements, client HSE standards (including major operators), and international best practices, while fostering a strong safety culture across all project phases.

Key ResponsibilitiesHSE Leadership & Compliance

  • Support the HSE Manager in implementing project HSE strategy and objectives.
  • Ensure compliance with QatarEnergy, Ashghal (if applicable), and other client HSE standards.
  • Monitor adherence to local laws, MOECC regulations, and international safety standards.
  • Assist in developing project-specific HSE plans, procedures, and risk assessments.

Site HSE Management

  • Oversee daily site HSE activities across engineering, procurement, and construction phases.
  • Supervise HSE officers and site safety personnel.
  • Ensure effective implementation of Permit-to-Work (PTW) systems.
  • Conduct site inspections, audits, and compliance reviews.

Risk & Incident Management

  • Lead hazard identification (HAZID), Job Safety Analysis (JSA), and risk assessments.
  • Investigate incidents, near misses, and unsafe acts.
  • Prepare incident reports and corrective/preventive action plans.
  • Monitor safety KPIs and performance metrics.

Training & Safety Culture

  • Conduct safety inductions and toolbox talks.
  • Promote behavioral safety programs and awareness campaigns.
  • Ensure competency training and certifications for site personnel.

Environmental & Sustainability Oversight

  • Monitor waste management, environmental impact, and pollution control measures.
  • Ensure environmental compliance with project and regulatory requirements.
  • Support sustainability and environmental reporting initiatives.

Qualifications & Requirements

  • Bachelor’s Degree in Engineering or Occupational Health & Safety.
  • 10+ years of HSE experience in Oil & Gas / EPC projects.
  • Minimum 3–5 years in a supervisory or deputy managerial role.
  • Strong knowledge of Qatar HSE regulations and international standards.
  • Experience in onshore/offshore projects within GCC preferred.

Certifications (Mandatory / Preferred)

  • NEBOSH IGC (mandatory).
  • NEBOSH Diploma (preferred).
  • ISO 45001 & ISO 14001 Lead Auditor certification (preferred).
  • OSHA certification (advantage).
