Job Title: HSE Engineer
Location: DUBAI
Job Purpose:
The HSE Engineer is responsible for implementing, monitoring, and maintaining health, safety, and environmental standards at the mid-rise building project site. The role ensures compliance with UAE regulations, international best practices, and company HSE policies to promote a safe and accident-free workplace.
Key Responsibilities:
- Develop, implement, and maintain the project-specific HSE Plan, Risk Assessments, and Method Statements (RAMS).
- Ensure compliance with UAE federal and local authority regulations (OSHA, Civil Defense, DM, Trakhees, etc.) and company HSE policies.
- Conduct daily site inspections and audits to identify hazards, unsafe acts/conditions, and ensure corrective actions are implemented.
- Monitor and enforce the use of PPE, safe work practices, and adherence to permit-to-work systems.
- Prepare and deliver HSE induction, toolbox talks, and training sessions to workers and staff.
- Investigate accidents, incidents, and near misses; prepare reports with root cause analysis and corrective/preventive actions.
- Maintain accurate records of safety observations, inspections, trainings, and incidents.
- Coordinate with subcontractors to ensure their HSE compliance and monitor their site activities.
- Support emergency preparedness, including fire drills and first aid readiness.
- Liaise with client representatives, consultants, and authorities on all HSE-related matters.
- Promote a culture of safety and continuous improvement throughout the project.
Qualifications & Requirements:
- Bachelor’s Degree in Engineering, Environmental Science, or related field.
- NEBOSH IGC certification (mandatory). Additional HSE certifications (OSHA, ISO 45001, ISO 14001) are an advantage.
- Minimum 5 years of HSE experience in consultancy and at least 7 years of overall experience in the UAE.
- Strong knowledge of UAE labor law, HSE regulations, and construction safety standards.
- Proven ability to prepare and implement HSE documentation (plans, reports, audits).
- Excellent communication, leadership, and interpersonal skills.
- Ability to train and motivate workers from diverse backgrounds.
