RESPONSIBILITIES:
- Implement and maintain the HSE Management System for WWTP and drainage/sewer network O&M activities.
- Ensure compliance with local authority regulations, environmental permits, and applicable standards (ISO 45001, ISO 14001, ISO 9001).
- Conduct regular HSE audits, inspections, and site safety walks across treatment plants and network sites.
- Monitor compliance with method statements, risk assessments (RA), and job safety analyses (JSA).
- Identify and control hazards related to chemical handling (chlorine, polymers, acids, alkalis), Sludge treatment and disposal Mechanical and electrical equipment, Confined spaces (tanks, pits, channels), Biological hazards and toxic gases (H₂S, methane).
- Review and approve PTW (Permit to Work) systems for plant activities including hot works, confined space entry, electrical isolation, and lifting operations.
- Ensure safe operation of aeration systems, pumping stations, digesters, and disinfection processes.
- Ensure safe execution of sewer and drainage O&M activities such as jetting and vacuum operations, CCTV inspections, Manhole and pipeline entry, Bypass pumping and flow diversion, Emergency overflow and flooding response.
- Enforce confined space entry procedures and gas monitoring requirements.
- Ensure traffic management plans and public safety controls are properly implemented.
- Lead hazard identification, risk assessments, and development of control measures for routine and non-routine works.
- Investigate accidents, incidents, near misses, and environmental events; conduct root cause analysis and recommend corrective actions.
- Maintain incident registers and prepare HSE performance reports and KPIs.
- Deliver HSE inductions, toolbox talks, and specialized safety training (confined space, chemical safety, emergency response).
- Promote a strong safety culture among operators, technicians, and contractors.
- Support emergency preparedness drills including spill response, gas exposure, and plant evacuation scenarios.
- Carry out other tasks assigned.
Experience:
- Minimum 8-10 years of experience in wastewater treatment plants and/or drainage and sewage network operations and maintenance.
Competencies:
- Knowledge and sound practice of first aid, emergency preparedness, risk evaluation
- Knowledge in preparing and reviewing documents related to HSE.
- Knowledge of NEBOSH/ ESHBOSH, Firefighting and other related HSE activities.
- Ability to resolve issues
- Ability to make good judgments and render good decisions.
- Ability to work under pressure with self-control and manage conflicts.
- Ability to conduct group training programs and presentations.
Education:
- Bachelor's Degree in Environmental Science, Occupational Safety, Engineering, or equivalentexperience
Others:
- UPDA-registered / or to obtain this year (For engineering degree holder)
- Note: As per Qatar Law all engineer professionals must be registered to Ministry of Municipality and Environment (MME) by taking and passing the UPDA exam.
