HSE Engineer for Camp Construction
The HSE Officer is responsible for ensuring the health, safety, and environmental (HSE) compliance of all construction activities and the associated worker accommodation camp facilities. This role involves developing, implementing, and monitoring safety policies and procedures to safeguard the well-being of all employees, protect the environment, and ensure compliance with relevant local and international regulations
Responsibilities:
Construction Site Responsibilities:
· Risk Assessment: Conduct thorough and regular risk assessments (e.g., Job Hazard Analysis - JHA) to identify potential hazards related to construction tasks (working at heights, excavation, electrical work, heavy machinery, chemical handling) and develop mitigation plans.
· Inspections and Audits: Perform daily, weekly, and monthly site inspections and safety audits to ensure all work areas, equipment, machinery, and scaffolding meet safety standards.
· Regulatory Compliance: Monitor and enforce adherence to all applicable health, safety, and environmental legislation, as well as company policies and project-specific safety plans.
· Incident Management: Investigate all accidents, incidents, and near-misses to determine root causes and implement effective corrective actions to prevent recurrence.
· Training & Awareness: Organize and deliver safety training sessions, orientations, and daily toolbox talks to all employees and sub-contractors.
· PPE Management: Ensure the correct provision, usage, and maintenance of Personal Protective Equipment (PPE) by all workers.
· Permit to Work (PTW): Support the coordination and management of the Permit to Work system for high-risk activities.
Camp Facilities Responsibilities:
· Health and Hygiene: Monitor and ensure high standards of hygiene and sanitation within the camp accommodation, catering facilities, and laundry areas.
· Welfare: Address and report on workers' welfare, ensuring a safe and healthy living environment.
· Inspections: Conduct routine inspections of camp facilities, including fire fighting equipment, electrical systems, and general maintenance, to ensure no risks are present.
· Emergency Preparedness: Collaborate with the Camp Boss/Coordinator to develop and implement camp-specific emergency response plans and conduct regular fire and evacuation drills.
· Security Coordination: Coordinate with security personnel to ensure proper access control and security of camp facilities.
· Waste Management: Ensure proper waste segregation and disposal procedures are followed within the camp premises, in line with environmental standards
General Responsibilities:
· Reporting & Documentation: Maintain detailed records of all inspections, incidents, training, and drills. Prepare and submit timely HSE reports to management and relevant authorities.
· Communication: Act as a point of contact for HSE matters, fostering a strong safety culture through open communication and engagement with all staff levels.
· Stop Work Authority: Exercise the authority to stop any unsafe acts or work processes that pose an immediate risk to personnel or the environment.
Qualifications & Experience
· Education: Diploma or Bachelor's Degree in Occupational Health and Safety, Environmental Management, Engineering, or a related field.
· Certification: Internationally recognized safety qualification (e.g., NEBOSH, IOSH, OSHA).
· Experience: Minimum of [X] years of relevant HSE experience, with a significant portion in the construction industry and experience in camp/remote site environments preferred.
· Knowledge: Strong knowledge of construction safety principles, risk assessment techniques, and relevant local and international HSE legislation.
· Skills: Excellent communication, analytical, problem-solving, and leadership skills. Ability to work under pressure and in potentially challenging environments.
