Job Purpose

To develop, implement, and monitor the company’s Health, Safety, and Environmental (HSE) management system, ensuring full compliance with local regulations, client requirements, and international standards across all projects.

Key Responsibilities

  • Develop and implement HSE policies, procedures, and safety management systems.
  • Ensure compliance with Qatar Labour Law, Ministry regulations, and client safety standards (Ashghal, Kahramaa, Oil & Gas clients if applicable).
  • Lead risk assessments, hazard identification (HIRA), and mitigation planning.
  • Conduct regular site inspections and safety audits.
  • Investigate accidents, incidents, and near-misses; prepare detailed reports with corrective actions.
  • Monitor compliance with PPE usage and safe work practices.
  • Review and approve method statements, JSA, and risk assessments.
  • Lead toolbox talks and safety awareness programs.
  • Coordinate emergency response plans and drills.
  • Manage and supervise HSE Officers and site safety teams.
  • Ensure environmental compliance including waste management, pollution control, and sustainability initiatives.
  • Prepare monthly HSE reports for management and clients.
  • Liaise with external authorities and client safety representatives.

Qualifications

  • Bachelor’s Degree in Engineering / Environmental Science / Occupational Health & Safety. (Qatar MOFA should be attested)
  • NEBOSH IGC (mandatory).
  • NEBOSH Diploma / IOSH / OSHA certifications preferred.
  • ISO 45001 & ISO 14001 Lead Auditor certification is an advantage.

Experience

  • Minimum 15 years of experience in HSE management.
  • At least 08 years in a managerial role.
  • Experience in construction, infrastructure, oil & gas, or industrial projects.
  • GCC / Qatar experience preferred.

Technical Skills

  • Strong knowledge of international HSE standards (ISO 45001, ISO 14001).
  • Experience in accident investigation and root cause analysis.
  • Knowledge of environmental regulations and sustainability practices.
  • Proficiency in MS Office and reporting tools.
