HSE Manager

The HSE Manager will lead all Health, Safety, and Environmental functions for the Saudi Arabia Pavilion project, ensuring the highest standards of safety performance throughout design, construction, commissioning, and operational readiness. This role requires a seasoned HSE professional with 15+ years of experience, ideally gained within leading Project Management Consultancy (PMC) organizations delivering large-scale, fast‑track, and high-profile projects.

The Senior HSE Manager will establish and enforce a robust HSE culture, ensure compliance with Saudi regulations and Expo requirements, and safeguard the wellbeing of all workers, visitors, and stakeholders.Key Responsibilities

HSE Strategy & Leadership

• Develop and implement the project’s HSE strategy, policies, and procedures in alignment with national regulations, Expo standards, and PMC best practices.
• Lead the HSE function across all project phases, ensuring proactive risk management and continuous improvement.
• Promote a strong safety culture across contractors, consultants, and internal teams.

Compliance & Governance

• Ensure full compliance with Saudi HSE laws, Expo guidelines, and international standards (ISO 45001, ISO 14001, NFPA, etc.).
• Conduct regular audits, inspections, and compliance reviews, issuing corrective actions and tracking closure.
• Oversee the development and approval of HSE plans, method statements, risk assessments, and emergency response procedures.

Construction Safety Management

• Monitor site activities to ensure safe execution of works, including high-risk operations such as working at height, lifting, temporary works, and fit-out activities.
• Lead incident investigations, root cause analyses, and lessons-learned processes.
• Ensure contractors adhere to HSE requirements, KPIs, and contractual obligations.

Stakeholder & Client Engagement

• Act as the primary HSE interface with government authorities, Expo organizers, PMC leadership, and client representatives.
• Provide clear, concise reporting on HSE performance, risks, and compliance status.
• Support coordination between design, construction, and operations teams to ensure seamless HSE integration.

Qualifications & Experience

• 12+ years of HSE experience, with at least 5 years in senior leadership roles.
• Strong background working with Project Management Consultancy (PMC) firms on major projects.
• Proven experience in large-scale construction, mega-events, cultural/exhibition projects, or iconic buildings.
• Experience working in the GCC, preferably Saudi Arabia, with strong knowledge of local regulations.
• Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, or related field.
• Professional certifications such as NEBOSH IGC/IDip, OSHA, ISO Lead Auditor, or equivalent.
• Demonstrated ability to manage complex stakeholder environments and high-pressure project timelines.
• Excellent communication, leadership, and problem-solving skills.

Additional Requirements

• Transferable Iqama (mandatory)
• Available to join immediately or on short notice

Pay: ﷼40,000.00 - ﷼44,000.00 per month
