The HSE Manager will be responsible for developing, implementing, and maintaining Health, Safety, and Environmental (HSE) systems and programs across multiple villa and high-rise construction projects in Dubai. The role involves ensuring compliance with UAE federal laws, Dubai Municipality regulations, Trakhees/EHS, and other local authority requirements.

Key Responsibilities:

1. HSE Management & Compliance

  • Develop, implement, and monitor project-specific HSE plans and procedures.
  • Ensure compliance with Dubai Municipality, Trakhees, TBC, Emaar / Nakheel / DM / DDA / RTA and other authority approval requirements.
  • Maintain up-to-date knowledge of UAE HSE legislation and codes of practice.

2. Risk & Incident Management

  • Conduct risk assessments, job safety analyses (JSA), and method statement reviews.
  • Investigate incidents, prepare reports, and implement corrective and preventive actions.
  • Promote proactive hazard identification and risk mitigation across all sites.

3. Site Supervision & Audits

  • Carry out regular site inspections, safety audits, and toolbox talks.
  • Ensure HSE documentation (permits, logs, reports) is maintained and updated.
  • Coordinate with project and site engineers to ensure safety practices are integrated into daily activities.

4. Training & Awareness

  • Conduct HSE induction programs and refresher training for staff and workers.
  • Develop HSE awareness campaigns aligned with project milestones and seasonal risks (e.g., summer heat stress).

5. Reporting & Liaison

  • Submit HSE performance reports to management and clients.
  • Liaise with consultants, contractors, and government agencies for HSE approvals, inspections, and audits.
  • Represent the company during client and authority HSE meetings.

Qualifications & Requirements:

  • Bachelor’s Degree in Engineering, Environmental Science, or a related field.
  • Professional Certifications:
  • NEBOSH International General Certificate (IGC) or higher (e.g., Diploma).
  • ISO 45001:2018 Lead Auditor (preferred).
  • First Aid, Fire Safety, Scaffolding Inspector certifications (advantageous).
  • Experience: Minimum 8–12 years in HSE management within the UAE construction industry.
  • Proven experience with villa projects and high-rise buildings.
  • Strong understanding of Dubai Municipality, Trakhees / EHS, DDA, RTA, and Civil Defense approval processes.
  • Excellent communication, leadership, and team management skills.
  • Proficient in HSE documentation, reporting, and risk management systems.
