HSE Officer (Oil & Gas)

Job Description:

The HSE Officer is responsible for implementing, monitoring, and maintaining Health, Safety, and Environmental (HSE) policies and procedures at project sites to ensure compliance with UAE regulations and Oil & Gas industry standards. The role focuses on preventing accidents, protecting personnel, and ensuring environmentally responsible operations.Key ResponsibilitiesHealth & SafetyImplement HSE policies, procedures, and site safety plans.Conduct daily site safety inspections and hazard identification.Ensure compliance with UAE HSE laws, client standards, and company policies.Monitor use of PPE and enforce safe work practices.Carry out Job Safety Analysis (JSA) and Risk Assessments.Investigate accidents, incidents, and near-misses; prepare detailed reports.Conduct toolbox talks, safety inductions, and awareness programs.Ensure emergency response plans are in place and practiced.EnvironmentalMonitor environmental aspects such as waste management, spills, and emissions.Ensure proper handling, storage, and disposal of hazardous materials.Promote environmental protection and sustainability practices on-site.Compliance & ReportingMaintain HSE documentation, permits, and records.Assist with internal and external HSE audits.Coordinate with project managers, supervisors, and subcontractors on safety matters.Prepare daily, weekly, and monthly HSE reports.

Qualifications & RequirementsDiploma / Bachelor’s degree in Engineering, Safety, or related fieldNEBOSH IGC or equivalent (mandatory for most Dubai roles)1+ year experience in Oil & Gas
Knowledge of OSHA, ISO 45001, ISO 14001Familiarity with PTW (Permit to Work) systemsGood communication and reporting skillsAbility to work under pressure in site environmentsPreferred SkillsExperience with offshore/onshore Oil & Gas projectsIncident investigation and root cause analysisFire & safety knowledgeFirst Aid & Emergency Response TrainingMultinational workforce coordinationKey CompetenciesSafety leadershipRisk awarenessAttention to detailProactive problem-solvingStrong observation skills
