HSE Officer

JOB DESCRIPTION:

• Execution and development of Safety Practices and procedures including implementation of Project HSE plan, accomplishing task analysis, evaluation of hazardous and risk conditions, recommendation of control measures, and investigation of accidents/incidents, and safeguard execution of work to ensure a safe working environment.
• Strict implementation of HSE rules to all stakeholders on site.
• Being the primary contact for all HSE issues.
• Organized daily toolbox meeting.
• Responsible for the co-ordination of weekly Safety inspections.
• Managing Health and Safety and all other HSE deliverables.
• Ensuring project and stakeholders’ compliance with QCS 2014 and the project HSE Plan and all other relevant guidelines, standards, and contractual requirements.
• Identify HSE training requirements of the people involved in the project execution and provide guidance in organizing such trainings.
• Follow and closely monitor the KPI target and achievement.
• Prepare HSE reports.
• Preparation, tracking, and validation of work permits.
• Managing, reporting, and recording of all the incident/accident Near Miss.
• Conducting Safety Training and Induction as per the project needs.
• Conducting Site Inspection and Compliance.
• Updating knowledge and ensure Compliance of legal Requirements.
• Coordinates and reports to HSE Engineer.
• Carry out other tasks assigned.

JOB SPECIFICATION:

Experience:

• Minimum 5 years relevant experience on wastewater plants, pumping stations, or similar.
• Exposed to Ashghal projects, reporting, and documentation.

Competencies:

• Knowledge and sound practice of first AID, Emergency
• preparedness, risk evaluation.
• Knowledge in preparing and reviewing Documents related to HSE.
• Knowledge of NEBOSH/ ESHBOSH, Firefighting and other related HSE activities.
• Ability to resolve issues.
• Ability to make good judgments and render good decisions.
• Ability to work under pressure with self-control and manage conflicts.
• Ability to conduct group training programs and presentations.

Education: Bachelor’s Degree

Others: Diploma and with NEBOSH IGC/ L3 Certificate or fire Safety from a recognized, IOSH, OSHA

Copy of Previous PWA approval is an advantage.
