Job Summary

The HSE Officer will ensure all site activities strictly comply with the Dubai Municipality Code of Construction Safety Practice and UAE Federal laws. This role is responsible for maintaining a zero-accident environment and securing necessary approvals.

Key Responsibilities

  • Regulatory Compliance: Implement and monitor safety standards in accordance with Dubai Municipality, Trakhees.
  • Method Statement and Risk Assessment: Developing, vetting, and strictly enforcing task-specific MSRA, ensuring every high-risk activity, aligns with Dubai Municipality (DM) regulations and is effectively communicated to the workforce through pre-task briefings to prevent site accidents and legal penalties.
  • Scaffolding Inspection: Oversee the inspection, tagging, and certification of all scaffolding structures to ensure they comply with DM requirements, strictly managing the Green/Red tag system and verifying that third-party certifications are valid before allowing any work at heights.
  • Authority Coordination: Coordinate with authorities inspectors during site visits and manage approvals for high-risk activities.
  • Heat Stress Management: Enforce mandatory Summer Midday Break regulations (as per MoHRE) and implement heat stress prevention programs (hydration, cooling stations, and shaded rest areas).
  • Fire Safety: Ensure all fire protection systems and emergency exits meet the Dubai Fire and Life Safety Code and coordinate with DCD-approved consultants.
  • Site Welfare: Oversee labor accommodation safety and site welfare facilities (toilets, dining areas, and air-conditioned rest zones) per DM Technical Guidelines.
  • Documentation: Maintain the project’s Safety Logbook, accident records, and Job Hazard Analysis (JHA) for all specialized fit-out or civil works.

Required Qualifications

  • Education: Bachelor’s Degree in Engineering or related field.
  • Mandatory Certification: NEBOSH International General Certificate (IGC) and a valid Occupational Health Card (OHC) from Dubai Health Authority (DHA).
  • Dubai Approvals: DM Registered and DDA Approved Safety Officer status is mandatory.
  • Experience: Minimum 3–5 years of UAE experience specifically in Dubai-based construction projects.
  • Legal Knowledge: Deep understanding of MoHRE labor laws regarding workplace injuries and occupational diseases.

Preferred Skills

  • UAE Driving License.
  • Language: Proficiency in English is a must, knowledge of Arabic is an advantage.
