Roles and Responsibility of HSE Officer
1. Ensure Compliance with Safety Regulations:
- Monitor and enforce compliance with local, national, and international safety regulations, standards, and laws.
- Conduct regular inspections to identify unsafe acts, conditions, and potential hazards.
2. Risk Assessment and Hazard Control:
- Perform risk assessments for construction activities to identify potential risks.
- Develop and implement control measures to mitigate identified hazards.
- Update risk assessments based on changes in site activities or conditions.
3. Develop and Implement HSE Policies:
- Develop site-specific HSE policies and procedures.
- Ensure that all workers, contractors, and visitors understand and comply with these policies.
4. Conduct Safety Training:
- Organize and deliver training sessions for workers, including toolbox talks, induction sessions, and specialized safety training.
- Keep records of all training conducted.
5. Incident Reporting and Investigation:
- Respond promptly to workplace accidents, incidents, or near-misses.
- Lead investigations to determine root causes and recommend corrective actions.
- Maintain detailed records of incidents and corrective measures.
6. Monitor and Inspect Construction Activities:
- Conduct routine inspections of construction sites, equipment, and work practices.
- Ensure proper use of personal protective equipment (PPE) by all site personnel.
- Ensure that emergency equipment is available and in working condition.
7. Emergency Preparedness and Response:
- Develop and maintain emergency response plans for the site.
- Conduct regular drills and ensure site personnel are prepared for emergencies.
8. Communication and Coordination:
- Serve as the liaison between management, workers, and regulatory authorities on HSE matters.
- Report safety performance and improvements to project management.
- Coordinate with subcontractors to ensure consistent safety practices.
9. Environmental Management:
- Monitor construction activities for environmental impact and ensure compliance with environmental regulations.
- Manage waste disposal and ensure proper handling of hazardous materials.
10. Maintain Records and Documentation:
- Keep updated records of safety inspections, incident reports, training logs, and safety audits.
- Ensure availability of all necessary permits and certifications for construction activities.
11. Continuous Improvement:
- Promote a culture of safety and continuous improvement on-site.
- Encourage reporting of hazards and unsafe conditions by workers.
- Stay updated on best practices, safety technologies, and regulations.
