Key responsibilities
- HSE Management System & Policy
- Develop, maintain, and implement the HSE management system, policies, standards, and procedures aligned with ISO 45001/14001 and local regulations.
- Lead HSE governance activities: HSE steering committees, management reviews, and policy updates.
- Risk Management & Assurance
- Conduct risk assessments, job safety analyses (JSAs/JHAs), and task-based risk assessments to identify hazards and define controls.
- Lead hazard identification programs (HIRA), permit-to-work (PTW) systems, and pre-start safety reviews.
- Design and run audit and inspection programmes (internal and contractor); manage corrective actions and closure tracking.
- Incident Management & Investigations
- Lead incident/near‑miss investigations using structured methodologies (Root Cause Analysis, 5 Whys, TapRoot); produce investigation reports with corrective/preventive actions and lessons learned.
- Maintain incident reporting, classification, and KPI dashboards; present trends and recommendations to senior management.
- Compliance & Legal Liaison
- Monitor applicable HSE legislation, ensure operational compliance, and coordinate with regulatory bodies for permits, notifications, and inspections.
- Support environmental permitting, waste management, spill prevention and response planning, and emissions reporting.
- Training, Competency & Culture
- Develop and deliver HSE training programs (induction, task-specific, refresher) and competency frameworks; assess training effectiveness.
- Drive safety leadership, behavioural safety initiatives, toolbox talks, and contractor HSE engagement to foster a proactive safety culture.
- Contractor & Supplier Management
- Pre-qualify contractors on HSE performance, review contractor safety plans, and monitor contractor compliance through audits and site oversight.
- Integrate HSE requirements into procurement and contract terms; manage contractor performance metrics.
- Occupational Health & Wellbeing
- Oversee occupational health programs: medical surveillance, health risk assessments, ergonomic reviews, and fatigue management.
- Coordinate employee wellbeing initiatives and support return-to-work processes.
- Emergency Preparedness & Response
- Develop and maintain emergency response plans, business continuity inputs, and crisis management procedures; lead drills and readiness assessments.
- Maintain emergency contacts, equipment inventories, and incident command arrangements.
- Environmental Management
- Implement environmental management plans: monitoring (water, air, noise), pollution prevention, biodiversity protection, and resource/energy efficiency initiatives.
- Manage waste streams, hazardous materials handling, and contractor/operations environmental performance.
- Performance Reporting & Continuous Improvement
- Define HSE KPIs (TRIF, LTIF, near-miss rate, audit findings closure, leading indicator coverage) and deliver regular performance reports to stakeholders.
- Drive continuous improvement through risk-based corrective actions, lessons-learned programs, and HSE project sponsorship (e.g., engineering controls, ergonomics, or substitution).
- Systems & Tools
- Maintain HSE documentation and records, manage incident/permit/inspection software (Enablon, Intelex, Cority, or similar), and use data analytics to inform interventions.
- Support integration of HSE requirements into project management and design phases (front-end loading / HAZOP / HAZID participation).
Required skills & qualifications
- Degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline.
- Professional HSE qualification/certification (NEBOSH General/International Certificate or Diploma, IOSH, or equivalent); ISO 45001/14001 lead auditor desirable.
- 5+ years’ practical HSE experience in relevant sectors (construction, oil & gas, manufacturing, utilities, real estate or infrastructure).
- Strong knowledge of HSE legislation, permit-to-work systems, incident investigation techniques, and environmental compliance.
- Competence in risk assessment methodologies, HAZOP/HAZID facilitation, and control selection (hierarchy of controls).
- Proven training and communication skills, with experience delivering behaviour‑based safety and leadership programmes.
- Proficiency with HSE management software and MS Office; competency in data analysis and KPI reporting.
- Excellent stakeholder engagement, negotiation, and contractor management skills.
Pay: QAR45.00 - QAR65.00 per hour
