DESCRIPTION OF WORK

In this position, you will serve as the labor relations coordinator, responsible for managing and overseeing labor-related matters. You will collaborate with supervisors and managers to address performance, attendance, and interpersonal issues, applying Commonwealth and agency policies, disciplinary history, and contract language to ensure consistent disciplinary recommendations and actions. Your duties will include supervising staff involved in timekeeping operations, reviewing timekeeping procedures with payroll personnel, resolving related issues, and providing training to supervisors on the leave program. Additionally, you will administer the grievance process and prepare responses that accurately present management’s position while aligning with past practice, policy, and contract requirements. You will also organize regular labor-management meetings, interpret union contracts, personnel policies, and regulations, and represent management in negotiations to resolve grievances.

Work Schedule and Additional Information:

Full-time employment, 37.5 hours per week
Work hours are 8:15 AM to 4:30 PM, Monday - Friday, with a 45-minute lunch.
Telework: You will not have the option to telework in this position.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
An equivalent combination of experience and training.

You must be able to perform essential job functions.

Legal Requirements:

A conditional offer of employment will require a medical examination.
This position falls under the provisions of the Older Adult Protective Services Act.
- Under the Act, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.
