BRIEF DESCRIPTION OF DUTIES:
In accordance with Chapter 110.205(2) (w), this position is exempt from the Career Service based on its performance of duties that are “confidential” in nature, as defined by 447.203(5). This position is administratively assigned to the Bureau of Human Resource Management and assists employees and processes actions as they relate to the areas of State Insurance and Benefits, Payroll, Retirement and PF Recruitment Advertisements.
Responsible for verification and input of payroll actions to include reclassification actions, special pay increases, miscellaneous deductions, insurance changes and separations in the People First System. Audits all payroll actions to ensure accuracy and provides payroll necessary information for corrections.
Coordinates the review, approval and processing of request to post the agency's job advertisements, which includes consultation with hiring managers to ensure preparation of announcement, communication with People First Staffing team to ensure the posting of the requisition, notification to hiring manager once announcement is posted.
Completes the final agency veterans’ preference verification and notifies hiring manager, personnel liaisons and HR Specialist handling recruitment, which includes reaching out directly to applicants claiming preference for supporting documentation. In addition, is responsible for creating applicant flow spreadsheet containing all candidates who have applied for vacancy and providing to hiring manager.
Serves as Department’s Retirement coordinator, handling discrepancies, updating and providing supporting documentation as requested by the Division of Retirement. Provides guidance and direction to prospective retirees on the retirement process. Sets up retirement files, assists with retiree insurance changes, prepares final salary certifications, and coordinates with the Division of Retirement on all retiring employees. Coordinates the receipt of the retirement gift choice by retiree.
Coordinates the enrollment of employees in the Deferred Retirement Option Program (DROP). Provides leave payout documents to Attendance and Leave section as appropriate.
Responsible for closing out files on all separated employees to include initial contact with separating employee, retrieving state property, insurance changes, leave payments, transfer reports and input in separation database.
Independently disseminates information, counsel employees and interprets human resource laws, rules and policies in regard to State Insurance and Benefit programs. Handles Department inquiries, verbal and written, regarding all benefit programs for DFS employees.
Responsible for working the Over/Under Insurance Report, notifying employees, submitting voucher requests and employee/employer refunds as appropriate. Oversees and assists the HR team member handling new hires and movements on the over/under issues related to actions related to the new hire or transfer.
Responsible for the coordination of the State Insurance Annual Open Enrollment. Processes insurance changes for Department employees. Prepares correspondence to various state agencies and insurance companies when required. Works directly with PF client services to provide assistance to current and separated employees when issues occur related to reinstatement of insurance coverage(s).
