As we continue to grow, we seek a strategic and collaborative Human Resources Business Partner to join our Bakersfield operations and embody these values through effective people strategies.
Key Responsibilities/ Accountabilities:
Talent Acquisition & Onboarding
- Lead full-cycle recruitment for field and office roles, including postings, resume screening, interviewing, and offers.
- Coordinate onboarding, orientation, system setup, and early-stage engagement (30/60/150-day check-ins).
- Manage job fair participation and outreach efforts to attract qualified candidates.
- Maintain relationships with staffing agencies and external recruiting vendors.
HR Operations & Systems Management
- Maintain accurate employee records in HRIS (BambooHR) and construction timekeeping systems (HCSS).
- Perform daily entry of sick/vacation time, call-outs, mileage, and other timecard-related data.
- Generate and audit reports (e.g., Clock-In Status, ETP Rosters) and support salary change documentation.
- Conduct HCSS subscription audits biweekly and assist with HCSS tools (Heavy Job, Equip 360, Dispatch).
- Back up for timecards, onboarding, mileage, and travel reimbursement processes.
Employee Relations, Engagement & Development
- Coordinate annual performance evaluations and quarterly company surveys.
- Assist in developing and delivering basic HR training programs for employees and supervisors.
- Help plan and execute employee engagement events and recognition initiatives.
- Respond to employee calls, emails, and texts within 24 hours and address concerns professionally.
- Responsible for managing employee relations by providing guidance, resolving workplace issues, ensuring policy compliance, and fostering a positive and respectful work environment.
Benefits & Compliance
- Administer and explain benefits programs (health, dental, vision, 401(k), etc.) and assist with enrollment and questions.
- Manage employment verifications, 401(k) loans/enrollments, and ensure documentation is properly stored.
- Coordinate and support leave management, including FMLA, workers' compensation, and disability.
- Maintain OSHA logs and oversee workers’ compensation claims handling.
- Ensure company-wide compliance with federal, state, and local employment regulations, especially for the construction industry.
Company Assets & Vendor Programs
- Administer and manage company accounts including:
- Verizon: Cell phones, iPads, laptops, Apple Business Manager
- Valero: Fuel cards (issue, activate, terminate access, order replacements)
- Oversee driver-related compliance, including:
- Clearinghouse checks
- Random drug/alcohol testing
- Employer Pull Notice Program
- Updating Acceptable Driver List
- Book hotel accommodation and process per diem check requests for field teams.
Other Responsibilities
- Backup and support for HR and payroll functions as needed.
- Ensure all HR documentation (forms, evaluations, change forms, etc.) is signed, scanned, and uploaded.
- Support all departments with HR inquiries and compliance needs.
- Learn and provide backup coverage for the Safety Poet
- Contribute to process improvements and participate in cross-functional HR initiatives.
- Perform other duties as assigned to support the company’s HR goals.
Experience, Competencies & Skills:
- Bachelor’s degree in human resources, Business Administration, or experience in lieu of degree.
- Proven ability to influence and build strong relationships at all organizational levels.
- Minimum 3-6 years of HR experience with a strong focus on business partnering, preferably in construction, manufacturing, or a related industry.
- Solid knowledge of employment laws, HR best practices, and employee relations.
- Experience in talent management, workforce planning, organizational design, and change management.
- Excellent communication, negotiation, and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong analytical skills and experience using HRIS and reporting tools.
- High degree of integrity, discretion, and professionalism.
Physical Demands (if applicable):
- Ability to travel to locations with occasional visits to job sites.
- Comfortable working in a dynamic construction environment that may require adherence to safety protocols.
Pay Transparency Notice:
In accordance with California law, the pay scale for this position is [$70,000 – $85,000] per year. Actual compensation will be determined based on factors such as experience, qualifications, and internal equity.
