Human Resource Specialist

General Purpose. This is a full-time salaried and exempt position with benefits. The employee performs a variety of human resource functions including recruitment, onboarding, benefits administration, employee relations, training coordination, and recordkeeping. The Human Resource Specialist will be a proactive problem solver with exceptional interpersonal skills, strong organizational abilities, and meticulous attention to detail. The position requires maintaining confidentiality while supporting staff and management in fostering a productive and positive workplace environment.

A. Supervision Received. This position works under the supervision and direction of the Village Administrator.

B. Supervision Exercised. May supervise part-time, seasonal, temporary, or internship-based Office of Management and Budget (OMB) administrative assistant employees, as assigned.

C. Essential Duties and Responsibilities. The items below are illustrative, but not limited to, the position:

  • Administer and coordinate recruitment processes including job postings, applicant tracking, candidate communication, interview scheduling, and pre-employment requirements.
  • Conduct new employee orientations and oversee the onboarding process to ensure compliance with Village policies and procedures.
  • Assist with benefits administration, including enrollment, changes, terminations, and responding to employee inquiries.
  • Maintain employee personnel files and HR databases in compliance with the Village’s Document Retention Policy.
  • Prepare and process personnel actions such as hires, promotions, transfers, and separations.
  • Assist in the development and implementation of HR policies, procedures, and best practices.
  • Support employee relations activities, including investigations, conflict resolution, and disciplinary actions, under the direction of the Village Administrator.
  • Coordinate and track employee training programs, professional development opportunities, and compliance training.
  • Prepare HR reports, surveys, and statistical summaries as requested.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Assist in developing and delivering internal communications related to HR programs, events, and policy changes.
  • Participate in employee engagement and wellness initiatives.
  • Operate a Village vehicle to complete official Village business, as required.

D. Minimum Qualifications

  • Bachelor’s degree in public administration, business administration, or a related field. Equivalent experience may substitute for education.
  • Two (2) years of experience in human resources or a related field.
  • Must possess, and subsequently maintain, a valid Illinois driver’s license.
  • Trustworthy, genuine, and demonstrated ability to maintain strict confidentiality.

E. Preferred Qualifications

  • Master’s degree in public administration; business administration; business management; or a related field.
  • Four (4) years of experience in municipal government or human resources.
  • Demonstrated experience in successfully developing and implementing internal processes.

F. Knowledge, Skills, and Abilities

1. Strong attention to detail and ability to follow directions accurately.

2. Proficiency with computers, Microsoft Office, and cloud-based applications.

3. Knowledge of current office practices and HR procedures.

4. Excellent verbal and written communication skills.

5. Ability to interact effectively with the public and staff at all levels.

6. Sound judgment, professionalism, and discretion with sensitive information.

7. Ability to prioritize tasks, handle stressful situations, and consistently perform at a high level.

G. Tools and Equipment Used. Employee will be expected to operate a Village vehicle and use standard office equipment including, but not limited to, phone systems; personal computers; multipurpose scanner copy-fax-scanner machine; and calculator. Employee will also interface with various Microsoft Office and cloud-based software applications to complete tasks.

H. Physical Demands. While performing the duties of this job, the employee is frequently required to walk, sit, talk, and listen. The employee is required to use hands handle objects, tools, or controls. The employee must regularly lift or move up to 35 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

I. Work Environment. While performing the duties of this job, the employee works in both indoor and outdoor environments. Ambient indoor noise is generally and moderately quiet. Outdoor noise will depend on the event and event location.

Job Type: Full-time

Pay: $55,000.00 - $90,000.00 per year
