The Inland Empire Utilities Agency is undertaking several significant Human Resources initiatives that will shape the organization over the next two years, including the implementation of a new Enterprise Resource Planning (ERP) system, a comprehensive Classification and Compensation Study, Workforce Development Plan, and major personnel policy updates alongside upcoming labor negotiations. To support this work, we are seeking five (5) Human Resources Analysts for a two-year limited term assignment to ensure continuity of service and timely progress on these high priority efforts
Three (3) of the Human Resources Analyst will ensure continuity of service across core Human Resources functions while permanent staff remain focused on these major agency initiatives. Responsibilities may span a range of HR disciplines, including benefits administration, leave management, employee relations, classification and compensation, HRIS management, and performance management, helping maintain service continuity and organizational readiness during this period of transformation. In addition to this the two the remaining positions will be assigned the following areas:
Classification and Compensation – 1 position available:
Incumbent will research and prepare market analysis, including compensation and benefit surveys; conduct classification reviews and prepare recommendations as appropriate; coordinate the maintenance of classification records and salary schedules; prepare presentations for project status updates, and implementation planning.
Employee and Labor Relations – 1 position available:
Incumbent will provide support with personnel policy development; prepare and distribute union notices, investigatory notices; support the labor negotiations team; prepare performance management related documents; research issues, prepare statistics, and provide analysis and recommendations related to equal employment opportunity; coordinate the maintenance of documents pertaining to investigations, grievances, complaints, and allegations of misconduct; and ensure continuity of service and timely progress are a priority. This position will collaborate closely with the Classification and Compensation Analyst to coordinate the dissemination and collective bargaining review of updated classifications and recommended salaries.
A combination of experience and training that would provide the required knowledge and abilities is qualifying or:
Skilled in planning and executing complex human resources programs and initiatives, including defining project scope, timelines, and resource needs; supporting system implementations and process improvements; and tracking key performance metrics to inform program effectiveness and long-term workforce planning.
Ability to collaborate effectively with internal departments, external consultants, vendors, and partner agencies to ensure coordinated program delivery, proactively address issues, and maintain alignment with Agency policies, procedures, and strategic objectives.
Strong analytical and problem-solving skills to evaluate HR programs, identify trends, risks, inefficiencies, or compliance gaps, and develop practical, data-driven recommendations that enhance organizational effectiveness and employee experience.
Experienced in leading or supporting cross-functional teams, establishing clear goals and expectations, monitoring progress, maintaining accurate records and documentation, and leveraging outcomes to drive continuous improvement and inform future human resources strategies.
The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.
