About the Role

The HR Business Partner serves as a trusted advisor to managers and employees, providing guidance on a wide range of HR programs, policies, and practices. In partnership with department leadership, you will support the implementation of people strategies, address daily HR needs, and contribute to initiatives that enhance employee engagement and organizational effectiveness.

Key Responsibilities

  • Serve as a trusted advisor to managers and employees, providing guidance on HR policies, performance management, employee relations, total rewards, compliance, and talent practices.
  • Supports talent management efforts for departments or divisions, including recruitment, onboarding, development, and retention, while partnering with leadership on workforce planning initiatives.
  • Facilitate performance management processes, including goal setting, annual evaluation, training, and development planning, to support employee growth and accountability.
  • Support in the implementation and execution of HR projects, workflows, and standard operating procedures that support operational effectiveness.
  • Provides guidance on employee relations matters, while ensuring consistent and compliant application of policies and practices, including the disciplinary process.
  • Supports the delivery of training and presentations on HR programs, policies, and best practices to support employee and management development.
  • Research, compile, analyze, and prepare a variety of HR-related reports, leveraging data and analytics to identify trends and recommend improvements that support operational effectiveness.
  • Partners with Systems and HR Centers of Excellence (e.g., Talent, Total Rewards, Organizational Development, Policy and Compliance, HRIS) to deliver integrated HR solutions.
  • Ensures compliance with employment laws, internal policies, and HR best practices.


Minimum Requirements:
High school diploma or G.E.D. and five (5) years of progressive HR experience

Preferences
  • Bachelor’s degree or college courses in Business or Human Resources
  • Proven success in Human Resources as an HR Generalist, Analyst, or Business Partner
  • Experience in local government
  • HR certification (e.g., SHRM-CP, PHR)
  • Solid understanding of employment laws and HR best practices
  • Proficient computer skills, with the ability to effectively navigate multiple HR systems, records, and data tools
  • Excellent communication skills - both written and verbal

Schedule Requirements:

  • Monday–Friday, between 8:00 AM–5:00 PM (37.5 hours/week)
  • This position follows a structured schedule that includes a combination of in-office and alternate work location (AWL) days
  • Scheduling is subject to change based on business needs

Special Requirements:

The selected candidate must successfully pass a pre-employment background check.

Hiring Salary Range:

$83,272.80 - $ 97,968.00/yr.
