The Human Resources (HR) Director is responsible for providing strategic and operational leadership in all areas of human resources for Mifflin-Juniata Regional Services & Affiliates. This position works closely with the Executive Director and affiliate leadership to ensure compliance with all applicable employment laws, foster a positive workplace culture, and support the mission and values of the organization.

The HR Director oversees all HR functions including recruitment and retention, employee relations, benefits administration, performance management, compliance, and policy development. This position also serves as a trusted advisor to the Executive Director on personnel matters and organizational strategy.

Essential Skills

· A Bachelor Degree in Human Resources Management, Business Administration, Public Administration, or related field.

· A minimum of four years of progressive HR experience is preferred, preferably in a non-profit or public-sector environment.

· Strong knowledge of federal, state, and local employment laws and regulations.

· Excellent verbal and written communications skills.

· Excellent interpersonal, mediation, and conflict resolution skills.

· Excellent organizational skills and attention to detail.

· Excellent time management skills with a proven ability to meet deadlines.

· Strong analytical and problem-solving skills.

· Demonstrated ability to develop and implement HR policies and programs that align with organizational goals.

· Ability to prioritize tasks and to delegate them when appropriate.

· Ability to act with integrity, professionalism and confidentiality.

· Proficiency in using HR Management Software and other computer programs.

· PHR/SPHR or SHRM-CP/SCP certification preferred.

Essential Duties

Human Resources Leadership

· Develops, implements, and administers HR policies and procedures consistent with organizational goals and legal requirements.

· Provides guidance and interpretation on HR policies, employment law, and personnel matters to the Executive Director and management staff.

· Ensures the agency maintains compliance with federal, state, and local employment regulations including EEOC, FMLA, ADA, and wage and hour laws.

· Leads the agency’s efforts in promoting equitable employment practices and inclusive workplace culture.

· Participates in strategic planning and organizational development discussions to align HR initiatives with agency objectives.

· Oversee the development, implementation, and annual review of the employee handbook and all HR-related policies and procedures.

Recruitment, Onboarding, and Retention

· Manages the full cycle of recruitment for all exempt, non-exempt, and volunteer positions.

· Ensures fair, equitable, and transparent hiring practices in alignment with nonprofit and public-sector standards.

· Conducts new employee orientations and onboarding programs.

· Supports employee engagement and retention strategies, including recognition, professional development, and succession planning.

Employee Relations and Performance Management

· Serves as a primary point of contact for employee relations, workplace concerns, and conflict resolution.

· Provides coaching and support to supervisors on performance management and corrective action.

· Administers and monitors the performance evaluation process; recommends updates and improvements.

· Conducts exit interviews and analyzes trends to improve retention and workplace culture.

Compensation, Benefits, and Payroll Coordination

· Administers employee benefit programs, including health, dental, vision, retirement, and other plans.

· Coordinates with the fiscal department on payroll-related changes and deductions.

· Oversees the annual benefit renewal process and assists in compensation benchmarking and analysis.

· Administers workers’ compensation claims and leave management.

Labor Relations

· Maintains effective communication and professional relationships with union representatives.

· Assists the Executive Director with management responses to grievances, labor contract interpretation, and negotiations.

· Submits required reports, seniority lists, and other union documentation.

Compliance and Reporting

· Maintains accurate and confidential HR records, files, and systems.

· Ensures compliance with all employment-related audits, reporting requirements, and internal controls.

· Oversees and updates job descriptions in collaboration with management annually.

· Tracks and analyzes HR metrics to inform decision-making and continuous improvement.

Organizational Support

· Serves as a trusted advisor to the Executive Director on HR and personnel matters.

· Participates in internal committees and contributes to organizational planning and initiatives.

· Prepares HR reports, analyses, and recommendations as requested by the Executive Director or Board of Directors

· Other duties as assigned

Job Type: Full-time

Pay: $60,000.00 - $71,000.00 per year
