THE POSITION:
Are you experienced in benefits administration or human resources? If so, consider joining our team! Berlin Township is hiring a Human Resources & Fiscal Coordinator, responsible for human resource administration for Township departments, including payroll, benefits, and compensation.
Required qualifications include:
- Bachelor's degree in accounting, finance, human resources, or a related field or equivalent experience.
- Minimum of 5 years of experience in financial management and/or human resources, preferably in a government or public sector environment.
- Human Resources certification(s) preferred.
- Must possess a State of Ohio Driver's license and acceptable driving record. Must maintain eligibility to operate a motor vehicle under the acceptability standards of the vehicle liability insurance carrier of Berlin Township.
ESSENTIAL JOB FUNCTIONS:
- Work closely with both Administration and Fiscal staff to ensure accuracy and alignment.
- Process payroll, manage compensation planning, and administer employee benefits.
- Supports the administration of Worker's Compensation and coordination of workplace safety programs. Represent the Township in associated hearings as required.
- Collaborates with Administrator and Legal Counsel to prepare for contract negotiations and manage employee relations with recognized employee organizations. Leverages appropriate negotiation strategies to establish contracts consistent with the Township's mission, values, and goals.
- Work with the fiscal office during the bi-annual audit process and coordinate with external auditors.
- Ensure legal compliance with all applicable local, state, and federal employment laws.
- Develop, implement, and maintain HR policies and procedures in compliance with federal, state, and local employment laws and regulations. Manage investigations of reported and/or potential violations and employee concerns.
- Maintain practical knowledge of labor relations trends and employment laws.
- Manage the recruitment and selection process, including preparing job postings, conducting interviews, facilitating background checks, and onboarding.
- Maintain awareness of work performance at all levels within the organization. Ability to provide constructive feedback, collaborate, and influence to achieve desired outcomes.
- Comprehensive and professional-based knowledge of township government and associated human resources policies, procedures, statutes, and best practices.
- Establish and maintain effective and supportive working relationships with supervisors, employees, elected officials, and the public.
- Provide guidance and support to employees and supervisors on HR-related matters including grievances and disciplinary actions.
- Oversee the performance management process, including performance evaluations and feedback.
- Identify training and development needs and coordinate training programs.
- Maintain accurate electronic and paper employee records.
- Maintain regular, predictable in person attendance at the Township’s work sites and locations.
- Perform additional duties as directed and/or assigned.
- Perform any related essential functions as required.
KNOWLEDGE, SKILLS & ABILITIES:
- Must possess strong communication skills exercising professionalism, courtesy, tact, and diplomacy in dealing with others.
- Must be process driven and meticulously detail oriented.
- Must be available to work in person and arrive dependably and punctually.
- Must be able to operate and use modern office equipment and software, including computers, printers, Microsoft Office suite and other programs utilized by the Township.
- Must establish and maintain effective working relationships with those contacted in the course of work including Township officials and the public.
- Must maintain knowledge of Township administrative procedures and Township policies.
- Experience in developing and implementing HR policies and procedures.
- Must be able to demonstrate proficiency in financial and HR software systems.
- Must successfully prioritize and handle varying workload.
- Knowledge of governmental accounting and budgeting practices.
- Knowledge of human resource principles and practices.
- Knowledge of federal and state employment laws and regulations.
- Ability to develop and implement HR policies and procedures.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships.
- Ability to maintain strict confidentiality.
- Ability to work independently and as part of a team.
WORKING ENVIRONMENT & CONDITIONS:
- The working conditions and physical and mental demands of this job are as necessary to fulfill the essential job functions of this position, with or without a reasonable accommodation;
- The incumbent must be able to continuously work in a stationary position for up to the entire workday; continuously engage in repetitive movements; frequently operate office and computer equipment, such as computer, printers, word processors, phones, fax machines; frequently communicate, such as providing information or answering questions or interacting with the public or Township officials; frequently move or traverse throughout indoor locations; occasionally reach at varying heights, including overhead; occasionally move supplies or equipment of up to 50 pounds by lifting, pushing, carrying or pulling;
- The work environments of this position are performed mainly in a climate-controlled office setting.
COMPENSATION & BENEFITS
The anticipated pay for this position is $65,000-80,000. Starting compensation is commensurate with experience and skills. Benefits including health, dental, and vision insurance will be offered.
