MINIMUM QUALIFICATIONS:
Completion of undergraduate course work in Human Resource Management, Personnel, Labor Relations or similar field and a minimum of three years’ experience in the area of Human Resources and/or collective bargaining is desired. Paid work experience in public sector human resources/collective bargaining and knowledge of civil service laws, rules, and procedures (i.e., Chapter 124 of Ohio Revised Code and Chapter 123 of Ohio Administrative Code) is highly desired.
Must have the ability to deal with many variables; identify and analyze potential problems, implement or recommend solutions; keep accurate records; analyze/interpret local, state and federal laws, rules, guidelines, policies and procedures; review recommendations, policies, procedures, data and complex paperwork; work well alone or in a team setting. Must have the ability to conduct/arrange educational sessions and explain legal or technical issues related to personnel matters, policy issues, workplace safety, and other related issues. High degree of confidentiality and strong interpersonal skills are required. Must be skilled in public relations and public speaking/presentations. Proficiency in MS Office software applications and internet navigation required.
Or education, training and/or experience in an amount equal to the Minimum Qualifications stated above.
JOB DUTIES:
Under the general supervision of the Human Resources Assistant Director:
Manages personnel related activities as assigned including but not limited to: tables of organization; job descriptions; job postings; new hire processes; employee performance management; pay for performance; Family and Medical Leave Act; leave donation program; tuition assistance program; exit interviews; work-related incident/injury reporting; and, managing, monitoring, and maintaining human resources related databases. Researches and responds to inquiries and/or complaints from staff and employment applicants. Provides information, guidance, and assistance to employees relative to conditions of employment, policies and procedures, civil service rights and responsibilities, benefits, etc. Provides guidance, direction and counseling to management relative to human resources management. May develop and present new hire orientations; general management roundtable sessions; and, other training as needed. Administers special programs and projects as assigned.
Assist the Benefits Coordinator with the management of employee health and welfare benefits including, but not limited to, scheduling open enrollment meetings; compiling, organizing and disseminating benefit plan information; reviewing and verifying benefit elections and supporting documentation; comparing county’s benefit enrollment data and vendor records; and processing and submitting invoices for payment. May prepare and disseminate benefit material to employees utilizing various methods including but not limited to email, written correspondence, county web site, etc.
Updates and maintains internet and intranet sites related to the posting and maintenance of Human Resources policies, procedures, forms and documentation. Assist the Benefits Coordinator with internet/intranet posting and updating of benefit and wellness information. Performs data entry related to work-related incidents/injuries, assist with researching and maintaining various databases, and compiling information for mandatory reporting as assigned. May prepare and submit information for county employee newsletter articles.
Research and analyze material, information, programs, and policies; conduct studies, analysis and surveys; make recommendations and assist in developing new procedures. Attends relevant trainings, seminars, workshops and conferences as approved.
Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned.
