Essential Functions:

Recruitment & Onboarding

  • Partner with hiring managers to post vacancies, screen applicants, schedule interviews, and assist with candidate selection.
  • Facilitate new hire onboarding, ensuring completion of paperwork, background checks, and required trainings.
  • Welcome and integrate new staff into the agency’s mission, values, and culture.

Employee Relations & Support

  • Serve as the first point of contact for HR questions and concerns in the assigned region.
  • Advise managers and employees on HR policies, performance expectations, and workplace concerns.
  • Document and support resolution of employee relations matters, escalating as needed to the HR Director.

Training & Development Support

  • Reinforce required training content on the job and coordinate compliance training completion.
  • Support professional development activities as directed by HR leadership.

HR Administration & Compliance

  • Maintain accurate employee records in the HRIS and personnel files.
  • Assist with leave administration, workers’ compensation claims, and benefits inquiries in partnership with the Payroll & Benefits Specialist.
  • Ensure local HR practices align with agency policies and applicable laws.

Recruitment Marketing & Event Coordination

  • Coordinate with HR and Marketing/Communications to schedule and post approved job announcements and recruitment messages for the region.
  • Maintain a regional recruitment activity calendar, including career fairs, hiring events, and community outreach opportunities.
  • Prepare and distribute approved recruitment materials for regional events and outreach.
  • Maintain organized records of recruitment advertising, posting dates, and outreach activities for the assigned region.
  • Track and share basic data on regional recruitment sources and applicant flow with HR leadership.

Collaboration & Coverage

  • Provide backup HR support to other regions during absences or high-volume periods.
  • Participate in weekly HR team meetings to promote consistency in processes.

Additional Expectations
  • Cross-train in other HR Administrative functions to provide coverage during absences or high-volume periods.
  • Support HR / Payroll / Benefits projects as assigned.
  • Ability to work flexible hours, including occasional evenings or weekends, based on agency needs.
  • Travel between agency locations as necessary for trainings, audits, or meetings.
  • Commitment to confidentiality, ethical standards, and accuracy in all payroll and benefits-related functions.
  • Ability to meet strict payroll processing deadlines consistently.

Qualifications:

  • High school diploma or equivalent required; Associate’s degree in accounting, business administration, human resources, or related field preferred.
  • Minimum of two (2) years of human resources experience, preferably in a generalist capacity.
  • Strong knowledge of employment law, recruitment practices, and HR administration.
  • Proficiency in HRIS and payroll systems, with strong Microsoft Excel skills.
  • Demonstrated ability to maintain confidentiality and accuracy in financial and employee data.
  • Strong interpersonal, problem-solving, and communication skills.
  • Strong organizational and time management skills.
  • Ability to manage multiple priorities and maintain attention to detail in a fast-paced environment.
  • Ability to pass all required background checks (Adult/Child Protective Services, criminal history, OIG Exclusion list, National Sex Offender Registry, Bureau of Motor Vehicles, and Maine CNA Registry).

Physical Requirements/Work Environment:

  • Operates in a professional office environment with periodic visits to program sites.
  • Regularly required to sit, stand, walk, use hands to operate office equipment, and talk or hear in person and via phone or video conferencing.
  • May occasionally be required to lift up to 35 pounds (e.g., supplies, documents, equipment).
  • Must be able to travel independently between agency locations and to meetings or vendor sites.
  • May require occasional evening or weekend hours depending on payroll or project deadlines.

The HR Generalist is the primary human resources contact for employees and managers in the assigned region, providing hands-on HR support across a variety of day-to-day functions. This role assists with recruitment, onboarding, employee relations, training reinforcement, HR compliance, and recruitment marketing coordination. The HR Generalist ensures HR processes are carried out accurately and on time, supports a positive and inclusive work culture, and works closely with the HR team to maintain consistent practices across the agency.
