MAJOR FUNCTION - Highly responsible position managing Human Resources data, including employee records, and serving as the data and information technology (IT) expert to the Human Resources (HR) Division. This position works closely with the HR Division and the payroll office.
Ensures applications meet the needs, requirements, and objectives of the HR Division. Maintains the
integrity and reliability of the organization’s human resources information systems and implements
process improvements, ensuring data quality, and analyzing and reporting on the data.
ILLUSTRATIVE DUTIES -
- Provides IT support for the HR Division systems such as software for creating and maintaining employee records, retiree and benefits records, learning management, and equal opportunity records.
- Assesses current system(s) and utilization; identifies and recommends improvements such as training, customization, and enhancements to maximize value and efficiency.
- Assists with system maintenance and testing during upgrades and patches, as required.
- Collaborate with functional and technical staff to coordinate application of upgrades, patches or fixes.
- Collaborates to ensure the systems are compliant with record retention and disposition guidelines, data security and privacy requirements.
- Collaborates with HR staff to plan, modify, customize and test new applications and features.
- Collaborates with HR staff, IT staff, and other staff as needed to determine short-term and long-term information technology and system objectives.
- Communicates with project stakeholders to set and maintain expectations.
- Coordinates and implements appropriate security roles and business workflows.
- Develops user procedures, guidelines and documentation, i.e. test scripts, system documentation, etc. Trains or assists in training existing and new system users on new processes/functionality.
- Develop plans (in coordination with the HR director and/or managers) to modify or replace HR
related applications, modules, and systems to meet the organizations objectives.
- Ensures confidentiality of applicable personnel records.
- Evaluates and plans software designs, test results and technical manuals.
- Gathers data and performs data analysis to ensure the system is properly recording specific or
desired metrics.
- Identifies, recommends, and programs custom functions and documentation such as automated
queries, filters, macros, and reports.
- Implements strong working knowledge of Human Resource Information Systems (HRIS) from
Oracle
- Interfaces with business analysts, project managers and clients to clarify requirements.
- Maintains HRIS data tables and business rules.
- Plans and schedules implementation timelines and milestones using appropriate tools, tracks
milestones and deliverables to ensure successful transitions.
- Prepares documentation that describes installation and standard operating procedures (SOP),
including application user guides with limited guidance.
- Provides support for HR integrated systems, including researching and resolving problems -
unexpected results or process flaws, performing scheduled activities, recommending solutions or
alternate methods to meet requirements.
- Provides production support, including researching and resolving problems, upon
implementation of a new products or changes.
- Recommends process/service improvements, best practices, innovative solutions, policy
changes and/or variations from established policies that will improve efficiency and outcomes.
- Responsible for staying current and knowledgeable of trends, developments, providers,
vendors, and technology, and keeping the HR director and/or managers informed.
- Serves as a key liaison with third parties and other users and stakeholders (e.g. HR, payroll,
finance, etc.).
- Tests own work and contributes to the development of test plans.
- Uses project management skills and functions as the project manager for any new system
implementation by providing overall project management.
Works closely with external vendors to create, automate, and maintain eligibility data file
transfers.

MINIMUM QUALIFICATIONS -
- Graduate of an accredited four (4) year college or university with a degree in computer
science, human resources, business administration, or related field.
- At least three (3) years of experience in an HR or IT role with project management experience.
- A valid driver’s license is required; a Florida driver’s license must be obtained upon
employment. The employee must maintain a clean driving record to operate an assigned county
vehicle.
SPECIAL PREFERENCE -
- Experience with HR business systems highly preferred, to include Oracle HCM and SQL
report writing.
- HRCI Certification, i.e. PHR, or SPHR.
- SHRM Certification, i.e. SHRM-CP, SHRM-SCP.
SPECIAL REQUIREMENTS -
All employees will be required to work before, during, or after an emergency. During an
emergency, employees may temporarily be assigned to work and perform duties outside the
normal scope of their position, location and work schedule to fit the needs of the county and its
residents.
