Human Resources Manager

Job Description:


The HR Manager will be responsible for overseeing and managing the full spectrum of Human Resource functions including payroll management, recruitment, employee relations, government compliance, and labour law adherence in line with Saudi Arabian regulations. The role requires strong knowledge of Saudi HR and Labour Ministry processes, including dealings with GOSI, Mudad, Qiwa, Muqeem, and other government portals.


Key Responsibilities:


1. Payroll Management

Manage end-to-end payroll processing in compliance with Saudi labour laws.

Ensure accuracy of salary, overtime, deductions, and benefits disbursement.

Maintain payroll records and reconcile with finance.

Handle wage protection system (WPS) requirements.

2. Recruitment & Talent Acquisition

Lead recruitment activities from manpower planning to onboarding.

Manage Saudization requirements and ensure Nitaqat compliance.

Liaise with recruitment agencies and internal stakeholders for hiring.

Oversee onboarding, induction, and employee integration programs.

3. Government & Ministry Relations

Manage HR-related government portals: Qiwa, GOSI, Mudad, Muqeem, and Saudi Labour Ministry platforms.

Ensure company compliance with Saudi Ministry of Human Resources & Social Development regulations.

Prepare, update, and submit required HR documentation to government authorities.

Handle visa processing, Iqama renewals, and employee documentation.

4. Labour Law & Compliance

Stay updated with Saudi Labour Law, regulations, and amendments.

Advise management on compliance risks and best practices.

Manage disciplinary actions, grievances, and employee relations in accordance with law.

Develop policies and procedures aligned with Saudi HR laws.

5. HR Operations & Strategy

Oversee employee engagement, performance management, and training initiatives.

Develop HR policies, procedures, and employee handbooks.

Support business leaders with workforce planning and HR strategy.

Ensure smooth HR audits and reporting to management.


Qualifications & Skills:


  • Bachelor’s/Master’s degree in Human Resources, Business Administration, or related field.
  • 5–7years of HR experience, with at least 3–5 years in Saudi Arabia.
  • Strong knowledge of Saudi Labour Law and government portals (Qiwa, GOSI, Muqeem, Mudad, WPS).
  • Proven experience in payroll, recruitment, and government relations.
  • Excellent interpersonal and communication skills in English & Arabic (preferred).
  • Strong organizational and problem-solving skills.
  • Ability to manage confidential information with integrity.
