We are currently seeking an experienced and strategic
HR Manager
to lead and strengthen our in-house Human Resources function and support our organization.
Role Overview
The HR Manager will be responsible for overseeing the complete HR lifecycle for in-house employees, ensuring compliance with Qatar labor regulations, driving employee engagement, strengthening organizational culture, and implementing best-in-class HR practices aligned with business objectives.
This role requires a hands-on leader with strong operational HR expertise, excellent stakeholder management skills, and the ability to build scalable HR systems and processes.
Key Responsibilities
1. HR Operations & Compliance

Manage end-to-end HR operations for in-house employees (onboarding to exit).

Ensure full compliance with Qatar Labor Law, Ministry of Labour requirements, and company policies.

Oversee employee contracts, renewals, documentation, personnel files, and HR records.

Coordinate visa processing, QID, medicals, insurance, and other statutory requirements.

Handle disciplinary actions, grievances, investigations, and conflict resolution professionally.
2. Recruitment & Workforce Planning

Lead recruitment for internal positions in coordination with management.

Drive workforce planning based on business growth and departmental needs.

Improve hiring processes, employer branding, and candidate experience.
3. Performance Management & HR Systems
-
Implement and manage performance appraisal frameworks, KPIs, and OKRs.

Support leadership in talent assessment, succession planning, and career development.

Maintain and optimize HR systems (HRMS, attendance, leave management, documentation).
4. Employee Engagement & Culture
-
Develop employee engagement programs, internal communication initiatives, and well-being activities.

Drive organizational values, ethics, and workplace professionalism.

Conduct employee satisfaction surveys and improvement initiatives.
5. Payroll & Benefits Coordination
-
Coordinate with Finance for payroll processing, deductions, incentives, and benefits administration.

Ensure accuracy of employee compensation structures and compliance with internal policy.
6. Policy Development & Governance
-
Develop, update, and enforce HR policies, SOPs, employee handbooks, and code of conduct.

Support audits, ISO/quality compliance, and internal governance frameworks.
7. Management Reporting & Strategy
-
Prepare HR dashboards and reports (headcount, attrition, recruitment, compliance, performance).

Act as a strategic HR partner to senior management.
Requirements
-
Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).

Professional HR certification such as SHRM-CP/SHRM-SCP, HRCI (PHRi/SPHRi), CIPD, or CHRM/CHRP will be a strong advantage.

Minimum
3–5 years
of HR experience, with at least 1
–3 years in a managerial role
in Qatar.

Strong knowledge of
Qatar Labor Law and HR compliance
.

Proven experience managing in-house employees (not only outsourced workforce).

Excellent leadership, communication, and interpersonal skills.

High level of professionalism, confidentiality, and integrity.

Experience with HR systems and reporting tools.

Arabic is an advantage; English is mandatory.
