About the Company


A growing and well-established real estate development group in Dubai is seeking an experienced HR & Admin Manager to oversee the full spectrum of Human Resources and Administration across the business.


The organisation operates within the real estate development sector and has a group/holding company structure, offering the successful candidate exposure to a dynamic, multi-entity environment and the opportunity to work closely with senior management.


The Role


The HR & Admin Manager will take ownership of day-to-day HR operations and administration, ensuring that people processes are efficient, compliant and aligned with the company's business objectives.

This is a hands-on management role suited to an HR professional who is comfortable managing the full employee lifecycle, advising management on HR matters and ensuring strong compliance with UAE employment legislation and company policies.


Key Responsibilities


  • Manage the full HR function, covering recruitment, onboarding, employee relations, HR operations, performance management, compensation and benefits, payroll coordination and employee lifecycle management.
  • Develop, implement and maintain HR policies, procedures and processes in line with business requirements and UAE Labour Law.
  • Provide professional HR advice and guidance to management and employees on employment matters, policies, performance, disciplinary issues and employee relations.
  • Manage recruitment activities across the organisation, working with department heads to understand manpower requirements and support timely hiring.
  • Oversee onboarding, probation, confirmation, transfers, promotions, resignations and offboarding processes.
  • Coordinate monthly payroll and ensure accurate and timely processing of salaries, benefits, leave, deductions and other employee-related payments.
  • Maintain accurate and confidential employee records and HR documentation.
  • Manage employee relations matters, including grievances, disciplinary procedures, investigations and conflict resolution.
  • Support performance management processes, including KPI setting, appraisals and performance improvement plans.
  • Monitor headcount, manpower requirements, employee costs and other HR metrics, providing regular reports and analysis to senior management.
  • Ensure compliance with UAE Labour Law and relevant employment regulations.
  • Work closely with Finance, Legal and other departments on HR-related matters.
  • Oversee HR administration and coordinate relevant government, visa, documentation and employee-related processes as required.
  • Support the administration function and ensure efficient office and employee support processes.
  • Contribute to organisational development, employee engagement, retention and continuous improvement of HR practices.
  • Support HR requirements across the wider group/holding company structure and multiple business entities where required.


Requirements


  • Bachelor's degree in Human Resources, Business Administration or a related discipline.
  • Minimum 5 years' HR experience , with solid experience in the UAE.
  • Previous experience within real estate, construction, property development, engineering or a related industry is highly desirable.
  • Proven experience managing HR operations across the full employee lifecycle.
  • Strong practical knowledge of UAE Labour Law and employment regulations .
  • Experience with recruitment, payroll, compensation & benefits, employee relations and performance management.
  • Previous exposure to a group of companies, holding company or multi-entity environment would be advantageous.
  • Strong analytical, problem-solving and reasoning skills, with the ability to interpret HR data and provide practical recommendations.
  • Excellent communication and stakeholder management skills.
  • Strong organisational skills and the ability to manage multiple priorities in a fast-paced environment.
  • High level of confidentiality, professionalism and integrity.
  • Professional HR qualification such as CIPD, SHRM or equivalent would be an advantage.
