About Us

R&R Contracting Utilities, Inc. is a Maryland-based, women-owned contractor specializing in site work, utility work, and traffic control. We also operate a labor staffing division that provides skilled field workers for public infrastructure projects across the region.

Our team includes both U.S.-based staff and bilingual international professionals who handle procurement, payroll, and operations support. As we continue to grow, we’re looking for a Human Resources Manager who can bring professionalism, structure, and consistency to our people systems.

About the Role

This is a hands-on, bilingual HR position — ideal for someone who enjoys independence, process improvement, and light but meaningful daily HR work.

You’ll be the go-to person for HR operations in a small U.S. office (1–2 people onsite), while supporting a larger remote team and ensuring compliance across our field and corporate operations. Our workforce is stable and low-maintenance as this role is more about building and maintaining great systems than managing constant employee issues.

What You’ll Do

Recruiting & Onboarding

  • Post and manage job ads, screen candidates, and coordinate new hires
  • Oversee onboarding paperwork, I-9 verification, and roster updates
  • Conduct or coordinate new-hire safety orientations and training

Compliance & Administration

  • Maintain employee personnel files and SharePoint documentation
  • Track certifications and compliance requirements
  • Manage workers’ comp claims and coordinate with insurance providers
  • Ensure compliance with federal, state, and client labor requirements

Benefits & HR Systems

  • Administer health insurance and other benefits; handle enrollments and renewals
  • Serve as point of contact with insurance brokers and vendors
  • Recommend HR system upgrades and process improvements
  • Support payroll team to ensure accurate employee data

Culture & EOS Support

  • Help strengthen accountability and Core Values alignment through the EOS framework
  • Coordinate periodic performance reviews and feedback systems
  • Support a positive, motivated culture across our remote and local teams

Who You Are

  • Bilingual (English/Spanish) – required
  • 3–8 years of HR generalist or HR manager experience
  • Experience handling HR operations in a small company environment
  • Knowledge of HR compliance, benefits administration, and workers’ compensation
  • Highly organized, professional, and comfortable working independently
  • Familiar with Microsoft Office, SharePoint, and Foundation HRIS systems
  • Bachelor’s degree in HR, Business, or related field preferred
  • EOS (Entrepreneurial Operating System) experience a plus

Pay: $82,000.00 - $95,000.00 per year
