Position Overview

We are seeking an experienced Human Resources Manager (HR Manager) to oversee HR operations at our Philadelphia facility, fully onsite Monday through Friday.

This is not a remote or hybrid position. The role is fully onsite to ensure close collaboration with leadership, staff, and union representatives. The HR Manager will lead employee relations, compliance, labor relations, workers’ compensation, unemployment claims, HR policy management, and performance programs in a unionized healthcare environment.

Key Responsibilities

  • Manage all day-to-day HR operations, including recruitment, onboarding, compliance, and training

  • Lead employee relations, providing coaching, conflict resolution, and progressive discipline guidance

  • Partner with union leadership and management to maintain strong labor relations

  • Ensure compliance with FMLA, ADA, EEO, and all federal, state, and local employment laws

  • Oversee workers’ compensation claims and return-to-work processes

  • Handle unemployment claims and represent the organization during hearings

  • Maintain and update employee handbooks, HR policies, and compliance documentation

  • Manage performance management programs, employee engagement, and DEI initiatives

  • Work onsite with leadership to align HR strategy with organizational goals

Qualifications

  • Bachelor’s degree in human resources, Business Administration, or related field (required)

  • Master’s degree or HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) (preferred)

  • 3–5 years of progressive HR management experience

  • Strong knowledge of employment law, HR compliance, employee relations, and HR best practices

  • Prior experience in union environments and labor relations is highly preferred

  • Familiarity with workers’ compensation, unemployment, and HR policy development

  • Excellent communication, leadership, and conflict resolution skills

  • Experience in healthcare or behavioral health HR strongly preferred

  • Must be able to work fully onsite, 5 days per week.
