OUR MISSION
Our mission is to ensure the physical, operational and financial integrity of the regional flood risk management system, in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.
OVERVIEW OF THE ROLE
This position serves as a key member of the Human Resources team for the Southeast Louisiana Flood Protection Authority-East (SLFPA-E), supporting a diverse workforce across multiple operational and administrative departments. Reporting directly to the Human Resources Director, the incumbent performs a broad range of human resources functions including employee relations, recruitment and selection, onboarding, classification and compensation support, performance management, policy interpretation, workforce planning, and compliance with Louisiana State Civil Service Rules and applicable state and federal employment laws.
The successful candidate must possess strong analytical, organizational, and interpersonal skills, along with the ability to interpret and apply Civil Service Rules, HR policies, and employment regulations in a consistent and professional manner. Key competencies include effective communication, attention to detail, confidentiality, problem-solving, customer service, sound judgment, and the ability to manage multiple priorities in a fast-paced public sector environment. Experience providing guidance to managers and employees, coordinating HR processes, and delivering training or presentations is highly valuable in this role.

Six years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor’s degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
Job Duties:
Trains HR Analyst on the day-to-day operations of this HR Office.
Conducts onboarding and offboarding for prospective and current employees. Ensures that all actions are taken in
Trains staff on the interpretation and implementation of Civil Service Rules, HR policies, and state and federal laws.
Creates and maintains personnel files, including public record file, confidential file, CPM file, and LASERS file.
Provides guidance and assistance to hiring managers and supervisors regarding recruitment and retention efforts.
Advises evaluating supervisors on the CPM process by guiding setting expectations, addressing
performance concerns, timelines, and deadlines.
Serves as liaison on unemployment claims, providing information and assistance as needed, including appeals documents
Advises department leaders and Finance department management on workforce planning by position for annual budget by
department.

Career Progression: This position does not participate in a Career Progression Group.
Compensation: The salary offered will be determined based on qualifications and experience.
