DUTIES AND RESPONSIBILITIES
1. *Responsible for all aspects of HR management and administration including, but not limited to, classification/compensation, recruitment and selection, onboarding, payroll, leaves, labor relations, and employee benefits.
2. Acts as the Chief HR Specialist for the College in the absence of the HR Manager.
3. *Prepares requests, monitors validity and manages immigration visa paperwork for international faculty, staff and visitors. Works with outside offices to process visa requests.
4. *Develops, trains and educates employees on human resource policies, procedures and benefits and general operations procedures.
5. *Administers FMLA leave and benefits on a timely basis.
6. *Manages, processes and maintains worker's compensation actions and temporary disability claims, and workplace accident data in order to with comply OSHA 300 and 310 reporting guidelines.
7. *Monitors employee performance appraisal/evaluation programs for executives and APTs. Trains department personnel and assists in identifying potential performance issues and addresses with supervisor in determining appropriate action plan.
8. Prepares and updates organization charts and functional statements according to established policies and guidelines, including reorganization requests.
9. Supports the HR Manager and department personnel committee on tenure, promotion and contract renewal procedures
10. Responds to unemployment insurance claims and inquires
11. Conducts workplace fact-finding investigations on informal/formal complaints/union grievances
12. Attends information/training sessions to keep abreast and updated on current trends and information related to human resources management.
13. Represents department on university-wide committees, projects and initiatives and professional development.
14. May serve as working supervisor and oversee other HR personnel staff including student assistants. Hires, assigns and coordinates work assignments, evaluates work performance and takes corrective action as needed.

MINIMUM QUALIFICATIONS
1. Possession of a baccalaureate degree in human resources administration, business administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Considerable working knowledge of principles, practices and techniques in the area of human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources administration.
4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
7. Demonstrated ability to operate a personal computer and apply word processing software.
8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
9. Ability to maintain confidentiality in accordance with federal and state laws and University of Hawaii policies.
DESIRABLE QUALIFICATIONS
1. Human resources experience at a higher education institution.
2. Familiarity with University of Hawaii systems such as PeopleSoft.
