Duties Summary

Performs selected professional human resources management work in all areas of a comprehensive human resources program for a major department or in one or more of the functional areas in the central human resources department; and performs other related duties as required.

The Department of Human Resources is the central agency for the County of Hawai'i. There is one (1) immediate permanent full-time vacancy with the Department of Human Resources - Recruitment and Examination Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Reviews class specifications, position descriptions, and other source documents; interviews operating officials and subject matter specialists; conducts job analysis to determine the essential knowledge, skills, and abilities required of the job.
  • Assists the division chief in recruitment and examination activities by providing training to departmental staff and human resources personnel from other departments. Develops training materials for staff and answers routine interpretation questions.
  • Serves as back-up administrator to the on-line recruitment system. Schedules, coordinates, and conducts training as needed.
  • Coordinates, schedules and administers written examinations and performance tests. Oversees the scoring of the written examinations. Trains other analysts on the written examination process and procedures.
  • Coordinates large annual recruitments and works with departments on developing a timeline, scheduling, and coordination of resources. Trains other analysts for backup purposes and their assignments.
  • Reviews applications for a variety of recruitments ; notifies applicants of application review results; explains basis for rejection to applicants and conducts administrative reviews when additional information is provided by applicants.
  • Prepares recruitment correspondence to applicants addressing individual inquiries.
  • Refers names of eligibles to hiring departments and monitors the activity on referred lists. Audits the hire reports from departments.
  • Conducts statistical analysis of test results, and prepares various reports as needed for the division chief including recruitment history, statistics, etc.
  • Represents the department at various job fairs and provides information on the County's recruitment process, jobs, and benefits. May conduct recruitment presentations at schools, universities, colleges, and community organizations.
  • Maintains records and logs; updates computer database and prepares operational reports, surveys, etc.
  • Reviews, analyzes, and evaluates positions in relatively well-defined occupational fields or of a non-controversial nature.
  • Conducts studies and comparative reviews using position descriptions, class specifications, organization charts, previous audit reports, classification factors and criteria, and related materials to properly establish the nature and scope of work performed.
  • Conducts field and desk audits to ascertain the duties, functions, and position relationships involved.
  • Compiles findings and prepares written reports with recommended position allocations.
  • Takes appropriate classification actions as approved.
  • Assists in the conduct of maintenance reviews of classes work; completes desk audit of position descriptions submitted; conducts field audits as necessary.
  • Amends current or drafts new class specifications as required.
  • Assists higher level specialist in conducting major classification projects, completing wage and salary surveys, and surveying private and other public employers for wage rates for specific classes of work.
  • Participates in personnel transactions work; provides advice on all matters related to compensation adjustments and personnel transactions to line department personnel.
  • Participates in research and analysis work on the proper interpretation and application of collective bargaining provisions and various human resources laws and programs.
  • Participates in compiling data and preparing statistical information for costing and other labor relations matters.
  • Advises departmental human resources personnel and other employees on matters related to employee benefits, e.g., leaves, health, retirement, compensation, etc.
  • May conduct routine procedures studies and participates in the development of a procedures manual.
  • Develops safety and health educational and informational training.
  • Coordinates and conduct occupational safety and health training activities.
  • Assists with worksite safety inspections and accident investigations, recommending corrective action.
  • May operate a vehicle to perform work-related duties.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • two (2) years of responsible technical or professional human resources management experience, that included guiding and assisting managers and operating officials in one or more functional areas of a human resources program, such as recruitment and examination, classification and pay, equal employment opportunity, training, labor relations and administrative services, etc., and
  • possession of a valid State of Hawai‘i driver's license (Class 3) or any other valid comparable driver’s license at time of filing, as applicable to the position. You will be required to submit your valid driver's license at time of hire, if the position requires a driver's license. (The immediate vacancy with the Department of Human Resources requires a valid driver's license).

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: basic principles relating to organization and management; trends and developments in human resources management; laws, regulations, and contractual provisions governing public employment; merit system philosophy; various kinds of occupations and sources of occupational information; research methods and techniques; methods and techniques for evaluating and analyzing facts and information to resolve problems; interviewing principles and techniques; and report and letter writing.

Ability to: apply the principles, methods, and techniques of human resources management and/or of the applicable functional area assigned; interpret and apply laws, regulation, and contractual provisions; locate source material and conduct research studies; elicit and obtain pertinent factual data; analyze data and make sound recommendations; prepare clear and concise reports; express ideas logically, both orally and in writing; follow oral and written instructions; and establish and maintain effective working relationships.
