SALARY RANGE: BU73 | SR18

SALARY RATE: $55,080 (Annual Salary) based on the Full Time Employment

JOB DUTIES:

Incumbent performs the following duties in a trainee capacity, and assignments are designed to develop the employee for the work of a higher-level Human Resources Specialist.

A. Recruitment

1. Assists in conducting studies and gathering information and materials on methods, techniques, and publications in the area of placement and employment.

2. Assists in screening of applications to determine the applicant’s qualifications for job openings.

3. Assists in coordinating the recruitment program to ensure compliance with rules, regulations, and laws, and the efficient and timely processing and filling of all job openings.

4. Assists in preparing recommendations for recruitment difficulties and above the minimum pay.

5. Performs other related duties.

B. Human Resources Administration Services (Employee Transactions)

1. Assists in gathering facts on contested personnel transactions, inquiries, and problem situations, pertinent provisions of law, and rules and regulations.

2. Assists in researching, compiling data, and preparing reports in the areas of hours of work, pay issues, leaves with or without pay, disciplinary actions, and other related duties.

3. Establishes and maintains effective communication with HHSC HR staff and other agencies to expedite and facilitate the various personnel processes as they relate to employee transactions.

4. Assists in audits of simple personnel actions entered into the Lawson and GHR systems for the West Hawaii Region. Reviews for accuracy and clarity, to ensure that such actions conform with pertinent HHSC Rules, collective bargaining agreements, and memorandums of agreements, supplemental agreements. Works with the HR staff to meet deadlines to ensure the timely processing of personnel action forms and related assignments. Prepares and processes personnel action forms as required.

5. Assists in preparing and/or reviewing the West Hawaii Region employees' “Notification of Temporary Assignment” forms to determine whether the assignment is justifiable or not, based on Civil Service Rules and Regulations and Collective Bargaining Contracts; calculates pay differentials as needed to assist the HR staff.

6. Assists in auditing of the Leave Record (DPS 7) for West Hawaii Region employees in accordance with the bargaining unit contracts and the Administrative Rules. Assists in preparing the “Application for Transfer of Vacation and Sick Leave Credit or Payment In Lieu of Vacation” (G-2) form for departing employees.

C. Benefits

1. Assists in the coordination of informational meetings for employees, as well as managers, supervisors, and department managers, as it relates to benefits.

2. Assists in the administration of TDI, FMLA, Leave Share program, and other leaves of absence.

3. Assists in disseminating EUTF, ERS, Island Flex, and EAP newsletters or memos via email.

4. Attends informal briefings on EUTF, ERS, and other programs to ensure that HR staff are knowledgeable and can competently complete required forms and provide employees with appropriate benefit information (e.g., health benefits, TDI, Family Leave, etc.) to meet their individual needs.

5. Assists employees eligible for enrollment in the benefits upon employment, conversion date, return from Leave of absence, open enrollment period, etc., as needed.

D. Labor Relations

1. Assists in researching pay adjustments or any related adjustments from settlement agreements, collective bargaining agreements, or grievances that are processed accurately and within the specified deadlines.

2. Keeps abreast of revisions to Hawaii Health Systems (HHSC) HR Rules and Regulations, as well as provisions of the seven Collective Bargaining Agreements and the Executive Order for Excluded Employees.

E. Classification

1. Communicates verbally and in writing with departments/facilities relative to classification needs and actions as it relates to recruitment and employee transactions.

2. Assists in monitoring requests for extensions of temporary positions and temporary appointments.

3. Assists in preparing classification actions and inputs in the database as needed. Ensures that all classification actions are accurate and submitted timely to HHSC.

F. Other Duties

1. Complete daily, weekly, semi-monthly, and monthly reports as assigned.

2. Assists in conducting new employee orientations.

3. Assists in the maintenance and archiving of all West Hawaii Region personnel files as appropriate.

4. Maintains professional competence through participation in continuing education and other appropriate learning experiences.

5. Attends meetings as required.

6. Prepares ID badges for employees through the computer badging system.

7. Follows, implements, and enforces TJC, MMMC, HHSC, and other governing agency policies and procedures with patients, employees, and visitors.

8. Maintains the strictest confidentiality of all facility and facility-related employee and/or patient information.

9. Performs other related duties as assigned.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

Education: Graduation from an accredited four (4) year college or university with a bachelor’s degree. Progressively responsible experience in administrative, professional, or other analytical work experience may be substituted for the Bachelor’s Degree on a year-for-year basis.


Specialized Experience
: One-half year (½ ) year of professional work experience in one or any combination of human resources functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research. Such experience must show the ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration. Clerical or technical experience in a human resources program involving work that is limited to the application of human resources rules, regulations, and procedures in support of the human resources functions described above does not qualify.

C. Certification: None required.

D. Licensure: None required.

DESIRED SKILLS Knowledge of pertinent State laws, rules, regulations, and procedures, collective bargaining agreements, and Departmental policies and procedures; knowledge of State organization and operations and of HHSC’s organization and functions; general office work; communication skills, arithmetic, and computer skills. Understand, apply, and research pertinent State laws, rules, regulations, and procedures, collective bargaining agreements, HHSC and State policies and practices, precedent cases, etc.; deal tactfully and effectively with others; prepare correspondence and reports; and operate standard office equipment. Experience working with software programs such as Word, Excel, Access, PowerPoint, Outlook, and Infoprod.

Your letter requesting the Administrative Review must include: 1) The job title(s) and recruitment number(s), 2) the specific reason(s) you are requesting the review noting if there is statute or rule violation, and 3) any additional information you want to submit to substantiate your request. If you do not submit your request within the twenty (20) days deadline, no Administrative Review will be conducted. Since the Administrative Review is a prerequisite to subsequent steps, failure to utilize this process will make you ineligible for subsequent appeals. The administrative review, formal complaint and/or appeals hearing will not necessarily postpone the recruitment process and/or rescind a selection. If you do not agree with the Administrative Review, you may file a Formal Compliant and then, if you are still not satisfied, you can appeal to the HHSC Merit Appeals Board.
