HVAC Mechanical Engineer - MEP Projects

HVAC – Mechanical Engineer Job Purpose

To execute, supervise, and coordinate HVAC mechanical works for Ministry and PAHW MEP projects, ensuring full compliance with contract specifications, PAHW standards, Kuwait Ministry requirements, and applicable international codes, while meeting project timelines, quality, and safety obligations.

Key Duties & Responsibilities

1. Engineering & Authority Compliance

• Review approved contract drawings, specifications, BOQs, and PAHW technical requirements.
• Prepare, review, and submit:
• HVAC shop drawings
• Technical submittals
• Method statements
• Load calculations and equipment schedules
• Ensure compliance with:
• PAHW MEP standards and guidelines
• Kuwait Municipality, MEW, and Civil Defense requirements
• ASHRAE, SMACNA, NFPA, and applicable international standards
• Respond to consultant comments and authority remarks in a timely manner.

2. Site Supervision & Execution

• Supervise HVAC installation works including:
• Chilled water and refrigerant piping
• Ducting, insulation, dampers, louvers
• Installation of chillers, AHUs, FCUs, VRF/DX systems
• Ensure works are carried out strictly as per:
• Approved drawings
• PAHW inspection requirements
• Project schedule and quality plan
• Coordinate daily with civil, architectural, electrical, plumbing, firefighting, and BMS teams.

3. Inspections, Testing & Commissioning

• Coordinate and attend:
• Consultant inspections
• PAHW / Ministry inspections
• Civil Defense inspections (where applicable)
• Supervise testing, adjusting, and balancing (TAB) activities.
• Prepare commissioning plans and ensure system readiness.
• Support final handover, including:
• As-built drawings
• O&M manuals
• Testing & commissioning reports

4. Quality Assurance, Safety & Labor Compliance

• Ensure compliance with:
• Project QA/QC Plan and ITPs
• Site HSE rules and Kuwait safety regulations
• Report and rectify non-conformities (NCRs).
• Ensure HVAC activities comply with legal working hours, overtime approvals, and rest days under Kuwait Labor Law.
• Support site management in maintaining discipline, productivity, and safety of HVAC manpower.

5. Planning, Coordination & Reporting

• Assist in preparation of HVAC work programs and weekly/monthly progress reports.
• Coordinate material approvals, deliveries, and storage in line with PAHW requirements.
• Support variation claims, technical clarifications, and value engineering proposals.
• Attend coordination and progress meetings with consultants, PAHW representatives, and main contractor.

Qualifications

• Bachelor’s Degree in Mechanical Engineering (recognized by Kuwait authorities).
• HVAC-related certifications or training preferred.

Experience Requirements

• Minimum 5–10 years HVAC experience in MEP execution.
• Mandatory experience in Kuwait Government or PAHW housing / infrastructure projects.
• Proven experience dealing with:
• Consultants
• PAHW engineers
• Ministry inspections and approvals

Technical Skills

• Strong knowledge of:
• Central HVAC systems (Chillers, AHUs, FCUs)
• Residential HVAC systems for PAHW housing projects
• Ducting, piping, insulation, and controls
• Proficiency in AutoCAD (Revit MEP is an advantage).
• Familiar with submittals, RFIs, IRs, and commissioning documentation.

Language Skills

• English: Mandatory (spoken & written)
• Arabic: Preferred for PAHW and site coordination
