Position Summary
The IDD Program Specialist is responsible for coordinating, monitoring, and evaluating services for individuals with Intellectual and Developmental Disabilities (IDD). This role ensures person-centered care delivery, regulatory compliance, and advocacy for individuals’ rights while supporting service coordination, referrals, staffing alignment, and documentation in accordance with Pennsylvania Office of Developmental Programs (ODP) requirements.
Position Scope
The IDD Program Specialist serves as a key liaison between individuals served, families, Supports Coordinators, Direct Support Professionals (DSPs), and internal leadership. The role focuses on service coordination, compliance oversight, referral management, and quality assurance. This position exercises professional judgment within defined regulatory and organizational frameworks.
Key Responsibilities
Coordinate and oversee services to ensure high-quality, person-centered care and regulatory compliance. Implement and monitor Individual Service Plans (ISPs), coordinate referrals and staffing, and ensure accurate and timely documentation in accordance with ODP and Medicaid requirements. Collaborate with individuals served, families, Supports Coordinators, DSPs, and community partners to support service delivery, safety, and inclusion. Participate in quality improvement efforts, audits, and program support activities as needed.
Regulatory Frameworks
This role must comply with all applicable federal and state regulations, including Pennsylvania ODP waiver requirements, Medicaid regulations, provider licensing standards, HIPAA, and all OneWell Health Care policies and procedures.
Confidentiality
The IDD Program Specialist has access to protected health information (PHI) and sensitive personal data. Strict confidentiality must be maintained in accordance with HIPAA, state privacy laws, and company policy. Unauthorized disclosure may result in disciplinary action up to and including termination.
Documentation Requirements
Required documentation includes assessments, ISP implementation records, service coordination notes, incident and special incident reports, referral documentation, compliance tracking records, and any additional documentation required by ODP or organizational standards. All documentation must be accurate, complete, and submitted within required timeframes.
Certifications
Ability to obtain all required Pennsylvania clearances
ODP-required training certifications
CPI, Pro-ACT, or other approved behavioral intervention training
Education
Bachelor’s degree in Social Work, Psychology, Special Education, Human Services, or a related field preferred.
Experience
Minimum of two (2) years of experience working with individuals with IDD in service coordination, case management, or related roles
Familiarity with ODP waiver programs, Medicaid, and regulatory requirements
Experience with person-centered planning and community integration preferred
Technical Skills
Proficiency in electronic documentation and case management systems
Ability to review and analyze service documentation for compliance
Basic computer skills, including email, spreadsheets, and mobile applications
Languages
English proficiency (spoken and written) is required. Bilingual skills are a plus depending on program and individual needs.
Driver License
Valid driver’s license and reliable transportation required. Must maintain an acceptable driving record. Travel between sites may be required.
Travel Requirement
This role is primarily office-based with occasional travel to individual homes, community settings, provider locations, or healthcare facilities as required.
