Key Responsibilities

Policy Research & Evidence Development

  • Monitors indirect tax trends, OECD/GCC developments, and case law; compiles concise research briefs and maps their relevance to national tax and fiscal initiatives.
  • Analyzes economic, fiscal, and internal and external compliance impacts of indirect tax measures using available data and assumptions.
  • Prepares issue notes, problem statements, and policy objectives with measurable outcomes and evaluation criteria.

Options Analysis & Drafting Support

  • Develops policy options with pros/cons, revenue and compliance implications, and transition considerations in coordination with relevant internal stakeholders.
  • Drafts concept notes, explanatory memoranda, FAQs, and slide materials for internal review and decision forums.
  • Supports preparation of policy inputs and structured guidance for legal drafting, collaborating with the Tax Legislation section on technical clarifications and documentation accuracy.

Data Use & Impact Assessment

  • Coordinates with the Taxpayer Compliance Risk & Data Analytics department to obtain datasets and parameters for impact modeling.
  • Implements simple models and scenario tests; documents assumptions, sensitivities, and data limitations.

· Assesses operational impacts on registration, filing, refund, and audit processes in partnership with the respective operational and systems teams, identifying dependencies for rollout.

Consultation & Stakeholder Coordination

  • Supports internal consultation processes within the customer, consolidating technical feedback to inform MoF-led or national policy consultations.
  • Coordinates with Indirect Tax Audit and Tax Guidance to ensure options are implementable and support taxpayer understanding.
  • Prepares meeting notes, comment matrices, and revision logs to maintain traceability.

Implementation Readiness & Communication

  • Contributes to implementation plans (timelines, communications, guidance updates, and training inputs).
  • Drafts policy summaries and practitioner-oriented guidance notes for publication review.
  • Tracks post-implementation indicators and compiles lessons learned to inform future iterations.

Governance & Documentation

  • Maintains version-controlled files, citations, and source repositories for all analyses and drafts.
  • Adheres to review workflows, quality checklists, and document standards set by the section, escalating significant findings or risks to senior policy staff for review and approval.

Preferred Qualifications & Experience

Preferred qualifications

· Bachelor’s degree in Economics, Law, Taxation, Public Policy, Finance, or related field.

· Master’s degree in Economics, Law/LL.M (Tax), Public Policy, or Public Administration is preferred.

· Professional certification (e.g., CTA, ACCA, CPA) is an advantage.

Preferred experience

· 3+ years’ experience in tax policy analysis, fiscal/economic analysis, or regulatory impact assessment with exposure to indirect taxes.

· Experience preparing options papers, impact notes, and consultation materials.

· Experience interfacing with audit, disputes, and digital/IT on implementable policy solutions.

Technical & Other Skills

· Proficiency in policy analysis methods, legal interpretation basics, and cost–benefit/impact assessment techniques.

· Ability to work with datasets (spreadsheets/BI tools), run scenarios, and present results clearly.

· Strong drafting skills for briefs, memos, and guidance; attention to accuracy and traceability.

· Organization, coordination, and time management to deliver to review cycles and publication timelines.

Job Type: Full-time

Pay: QAR10,000.00 - QAR14,000.00 per month
