Correctional Industries (CI) within the Department of Corrections (DOC), is seeking a highly motivated and qualified individual to fill an Industries Manager 3 position. This position is located at Airway Heights Corrections Center (AHCC) in Spokane, Washington. This position typically works from 7:00 a.m. to 3:30 p.m. Monday through Friday.
This position is exempt from Washington State Civil Service rules.

This position, working collaboratively with internal and external stakeholders, contributes to the agency’s mission to improve public safety by positively changing lives by supporting the adequate supervision and accountability of incarcerated workers. Correctional Industries (CI) is committed to maintaining and expanding incarcerated work training programs which develop marketable job skills, instill and promote positive work ethics and reduce the tax burden of corrections. Correctional Industries works within the Reentry Division, providing people with focused success opportunities.
The Airway Heights Corrections Center, Correctional Industries Business/Procurement Manager, provides business services and support to Food Manufacturing, Food Service, Laundry, Optical, Textiles, Warehouse, Commissary and Transportation of goods to internal/external customers.
Primary Responsibilities include, but are not limited to:

Directs the procurement activities to support CI Airway Heights Corrections Center Industries objectives as driven by Industries Managers and customer demand,

Supervises the staff that manages vendor relations through implementing "Best Buy' practices to ensure raw materials and consumable cost are kept at the lowest possible price.

Oversees the daily supervision of incarcerated individuals assigned to the business office in support of procurement activities and related functions.

Follows agency procurement guidelines, develops, and maintains business office and procurement standard operating procedures (SOP).
-
Has a complete working knowledge of all business, develops, and maintains business office and procurement Standard Operating Procedures (SOP).
-
Ensure safety and security of incarcerated individual's workers in accordance with DOC Policy.
-
Oversite of all accounting, financial reporting activities according to Correctional Industries (CI), Department of Corrections (DOC), and Office of Financial Management (OFM) policies.
-
Implements agency fiscal policies to ensure the agency business decisions are sound.
-
Prepare and submit required reports associated with month and fiscal year end in an accurate and timely manner.
-
Oversees and acts as the backup of preparation of invoice, purchase order/vendor payment documents.
-
Oversees, supervises capital assets and reporting equipment inventory for all AHCC CI industries.
-
Assist the General Manager and Industries Managers in annual forecasting and asset replacement processes.
-
Assist in the development of Decision Document for all AHCC CI industries.
-
Researches and responds to any accounting variances as requested.
-
Supervises, coaches on the performance of subordinate staff in a professional manner in accordance with DOC Core competencies.
-
Supervises and assists in the Account Receivable (AR) process.
-
May serve as the backup to the Industries Managers in times of absence.
Accountability-Scope of Control and Influence:-
This position directs and collaborates with all AHCC Industry Managers.

This position supervises staff and incarcerated individuals in all aspects related to procurement, accounts payable/receivable, budget forecasts, reviewing trial balances for accurate coding and variance analysis for cause.

The AHCC CI Business Office performs as the site senior financial staff to ensure all financial transactions comply with DOC, CI and OFM policies, rules, and regulations.

This position ensures all processes and operating procedures related to purchasing are following DOC/CI policy and related RCWs.

The impact and consequence of error in this position include but are not limited to financial reporting and procurement inaccuracies that can lead to overspending and budget/forecast errors that could possibly lead to business failure.

This position reports to the Airway Heights, Correctional Industries General Manager.
-
Responsible for the management oversight and leadership of the incarcerated individuals work training programs managed by Correctional Industries located at Airway Heights Corrections Center.
-
This position influences and impacts statewide policy and procedures and/or operations. Provides direction for assuring the efficiency, consistency, and accountability of the operations, programs, and services.
-
This position gives direction and decisions that impact the viability of the work programs and training of incarcerated individuals, which increase the likelihood of successful reentry into the community. If the program fails to provide products and/or services that meet the communicated promise and/or values, the product and the program could fail. This failure could result in a loss of revenue, which could mean a loss of training opportunities for incarcerated individuals, loss of civilian jobs, and the potential closure of CI operations. Additionally, this position regularly makes financial decisions impacting the department.
Decision Making and Policy Impact:-
Manage day-to-day onsite organizational issues, safety and security requirements, personnel memorandums of agreement, and applicable regulations.

Provides recommendations for equipment purchases, construction, Etc. and ensures that security and safety concerns, and incarcerated individuals issues are brought to the attention of the General Manager.

This position develops and recommends changes to agency-wide and program specific budget related revenue, cost allocation, charge backs and cash flow.

Develops and implements local operations directives that comply with collective bargaining agreements and policies.

This position works closely with a diverse team of varied qualifications, expertise, and backgrounds, as well as with institutional leaders to ensure operations are met.

Decisions taken to supervisors.

This position will participate with executive management on complex issues involving financial policies and regulations.
Financial Dimensions:-
The operating budget or Correctional Industries/Airway Heights Corrections Center is $40,000,000.00 per year. This position is responsible for developing and implementing budget forecasts with oversight provided by Assistant Directors on budgetary and revenue issues.

This position is responsible for ensuring CI senior management are aware of expenditures and payments, to safeguard agency, is not overspent. Develops AHCC site annual and supplemental budget requests that reflect and support the agency’s priorities.

Reviews and makes recommendations for approval to the CI Director, Assistant Directors, and AHCC CI General Manager on various budget proposals submitted by industry managers.

Prepares and submits all monthly financial statements and communicates financial data to CI HQ accounting, in an accurate and timely manner.

Assists industry managers in developing annual financial forecasting and monitors forecast performance.

Prepares and submits reports associated with month and fiscal year end.
-
Conducts cost, volume, profit analysis, break even and sales mis analysis.

Monitors weekly reconciliation for AHCC and HQ trial balances.
-
Responsible for property management system for CI site (AHCC) capital assets and reporting equipment inventory.

This position provides oversight and guidance associates with purchasing procedures in accordance with DOC Policy 200.050, CI Purchasing Directive and related RCWs.
Required Qualifications:
-
High School Graduation or Equivalent.
-
Two years of work experience in Business Management and/or accounting.
-
Two years work experience working with MRP and/or ERP systems.
-
Two years supervisory experience responsible for the direct supervision, performance feedback and evaluation of staff.

Must be competent in Microsoft suite (outlook, Excel, Word)
Desired Qualifications:-
AA degree in accounting from college/university whose accreditations is recognized by the U.S Department of Education (USDE) or the County of Higher Education Accreditation (CHEA).

Bachelor's degree in business administration and/or Accounting from a college or university whose accreditations is recognized by the U.S Department of Education (USDE) or the County of Higher Education Accreditation (CHEA).

Experience in working in a correctional environment.
Special Requirements/Conditions of Employment:-
This position is exempt from the Washington's civil service rules. Exempt employment is considered "at will", and there are no contractual employment rights. Exempt employees serve at the pleasure of the appointment authority.

Must possess and maintain a valid driver's license.

Submit to a drug testing in accordance with the agency policy.

Must successfully complete the Correctional Worker Core (CWC) training program for interaction within the incarcerated population.
