Job Summary

The Gambling Control Board regulates nonprofit organizations so they may successfully use lawful gambling to raise money for their charitable purposes. This critical leadership role leads the agency’s Enforcement Department to ensure statutory and regulatory compliance of charitable gambling operations. The incumbent effectively manages resources for investigators and inspectors who enforce gambling laws in both civil violations and assist in criminal investigations. They are responsible for supervising, managing and evaluating work for investigators, supervisors and support staff. The incumbent leads the Compliance Review Group (CRG), coordinates monthly Board meetings and may participate in media response when necessary.

This position is located in Roseville, MN and may have the ability to telework up to 50% of the time.

Qualifications

Minimum Qualifications

Note: A master’s degree in a directly related field as determined by the agency may substitute for 18 months of experience; a bachelor’s degree in a directly related field as determined by the agency may substitute for 12 months of experience.

Four (4) years of experience in investigating, enforcing or administering licensure in a regulated field.

Experience must include the following and be demonstrated on application/resume:

  • Supervisory or lead work experience of professional level employees, including directing or facilitating, case management, evaluating and reporting on staff performance.
  • Experience with overseeing the investigation process that includes: analyzing, evaluating, and interpreting information involving investigations and the resolution of complex compliance issues based on established criteria.
  • Experience comparing and analyzing data against regulatory standards.
  • Excellent verbal and written communication skills, with the ability to effectively and professionally communicate complex issues and solutions to diverse clientele.
  • Ability to interpret and implement state statutes and rules.

Preferred Qualifications

  • Working knowledge of charitable gambling in terms of administrative law, lawful gambling statutes and rules, illegal gambling, and federal requirements pertaining to nonprofit organizations.
  • Knowledge of Robert’s Rules of Order and/or public meeting proceedings.
  • Experience working in state or local government.
  • Demonstrated understanding of due process laws pertaining to constitutional issues and Data Practices Act requirements as applied to governmental investigations.
