Job Summary

**Hybrid Work Environment - Must reside in Hawaii**

Pay Range: $86,500 - $179,500

Note: Individuals typically begin between the minimum to middle of the pay range

The IT Portfolio Manager is responsible for overseeing the IT portfolio of projects, applications, and systems, to ensure alignment with HMSA's strategic goals and objectives. This role optimizes the use of IT resources including budget, personnel, and technologies to deliver maximum value and efficiency. The IT Portfolio Manager works closely with key business areas including Enterprise Acceleration Office, Strategic Execution & Alignment, and Finance & Accounting to develop, implement, and execute portfolio management processes and best practices.

Minimum Qualifications

  • Bachelor's degree and five years of related work experience; or equivalent combination of education and related work experience.
  • Basic working knowledge of Microsoft Office applications, including but not limited to Word, Excel, Outlook, and PowerPoint
  • Working knowledge of collaboration applications (Microsoft Teams, Cisco Webex, etc.)

Duties and Responsibilities

  • Strategic Alignment:
    • Execute the IT portfolio strategy, ensuring alignment with organizational goals and priorities.
    • Ensure IT projects and initiatives support strategic objectives.
    • Facilitate cross-departmental collaboration to ensure portfolio alignment with broader business strategies.
    • Assist in the development of program roadmaps to include financial forecasts.
  • Value Realization:
    • Develop and implement processes to measure and track the value delivered by initiatives, ensuring business and financial outcomes are met.
    • Participate in the evaluation of potential IT investments or projects for their strategic value, feasibility, and return on investment.
    • Contribute to the development of business cases for management evaluation and investment decisions.
    • Analyze and make recommendations to optimize the allocation of IT resources, including personnel, hardware, and software.
    • Analyze and report on portfolio performance, including project outcomes and budget adherence (budget, actuals, forecasts), to IT management and executive leadership.
    • Develop recommendations for prioritizing and optimizing CapEx and OpEx expenses.
    • Facilitate the development of IT benchmark data and evaluate IT performance against benchmarks to identify improvement and efficiency opportunity.
  • IT Portfolio Office support
    • Communicate portfolio status updates to stakeholders and senior management.
    • Identify and mitigate business and financial risks to portfolio and program execution.
    • Work with business and technical owners, functional leaders, and project managers to identify project interrelationships to inform project priority, resource allocation, and financial impacts
    • Supports the development and maintenance of portfolio, program, and project Centers of Excellence.
    • Provides oversight and governance across the lifecycle of initiatives, from ideation and planning to execution and post-delivery evaluation, to ensure that management processes are executed consistently.
  • Governance and Oversight
    • Conduct regular reviews of the IT portfolio to assess performance against financial and process metrics and make recommendations for improvements.
    • Analyze and report on the effectiveness of governance processes.
    • Ensure portfolio processes are in alignment with organizational policies.
    • Monitor industry trends and emerging technologies to continuously improve portfolio and financial management processes.
  • Performs other responsibilities and duties as assigned or directed.
