We currently have an opening for an IT Strategic Sourcing Specialist II

This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work



This position is responsible for developing and executing strategic sourcing strategies for IT goods and services, including but not limited to preparation, evaluation, administration, vendor management and negotiations of very complex statewide information technology procurement agreements and statewide contracts and ongoing management of existing IT contracts. This position serves as the single point of contact with Agency users, DIT, and vendors; develops and implements the sourcing strategy for IT goods and services in the area of oversight; supporting and development of cross-functional teams, managing ongoing vendor relationships and driving reporting and tracking of contracts utilized by the State. Establishes metrics, processes and procedures and oversight management model required to ensure optimum vendor delivery, service, quality and pricing. Monitors vendor contracts to ensure terms and conditions are met.

Key Responsibilities:
  • Develop, edit, review, and revise IFBs, RFQs, and RFPs of varying complexity
  • Ensure that statewide contracts and enterprise license agreements comply with procurement laws and regulations for information technology and State security, privacy, and architecture policies
  • Contract Management - maintain statewide contracts and vendor enterprise agreements, ensure vendor compliance with contract terms, resolve contract disputes, and monitor vendor performance
  • Conduct market research to stay abreast of changes in technology, source of supply and cost to ensure statewide contracts remain current
  • Work involves identifying opportunities for procurement consolidation and cost savings to maximize what is spent on commodities through strategic sourcing
  • Interpret and apply established procurement rules and regulations, explain these rules to the departments and vendors

About the Division:
The Statewide IT Procurement Office is responsible for the procurement and oversight of information technology procurements and contracts for State entities including the following major roles: Conduct IT procurements to support the needs of the State. Conduct statewide procurements of IT hardware (Volume Purchasing), software (Enterprise License Agreements), and services based on the aggregated demand of the State. Ensure compliance with requirements of procurement laws and regulations for information technology, including compliance with and negotiation of contract terms and conditions for Enterprise License Agreements, hardware, software and service contacts. Review, modify and approve/reject State entity solicitations that do not adhere to State policies and guidelines involving legal terms and conditions, project management, technical architecture, security and other standards as required. Provide contract management, vendor management, negotiations, monitoring, oversight and administration for all statewide contracts for IT hardware, software and services. Provide procurement advisory services, technical assistance and formal training on IT procurement, including best practices for writing IT bids and specifications, contract management, negotiations, vendor management.

Knowledge Skills and Abilities/Management Preferences

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Knowledge of information technology procurement and purchasing procedures and
    regulations of the State of North Carolina or similar public sector entity

  • Demonstrated experience in procurement and contract management processes and procedures in a public sector environment

  • SAP Ariba enterprise resource planning (ERP) system experience

Minimum Education and Experience

Bachelor’s degree in business or related area from an appropriately accredited institution and four years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts,

or

Associate degree in business or related area from an appropriately accredited institution and six years of progressively responsible experience in the area of procurement specifically related to strategic sourcing, including experience with vendor management, solicitation, evaluation, and negotiation of contracts; or an equivalent combination of education and experience.
