Job Title: Junior HSE Officer (Civil Construction Site)
Department: Health, Safety & Environment (HSE)
Reporting To: HSE Officer / HSE Manager / Project Manager
Job Purpose:
To assist in implementing and maintaining health, safety, and environmental systems and practices at the construction site in compliance with statutory regulations, company HSE policies, and project-specific safety plans.
Key Responsibilities:1. Site Safety Monitoring
- Conduct regular inspections of work areas to identify unsafe conditions and practices.
 - Ensure that all personnel on-site follow safety rules and wear the prescribed PPE (Personal Protective Equipment).
 - Stop any unsafe work immediately and report to the HSE Officer or Project Manager.
 
2. HSE Induction & Training
- Conduct HSE induction training for all new workers and subcontractors.
 - Participate in regular toolbox talks and safety meetings.
 - Help raise awareness among workers on safety practices, first aid, fire prevention, and emergency procedures.
 
3. Documentation & Record Maintenance
- Maintain records of site inspections, incident/accident reports, PPE issuance, and safety training attendance.
 - Prepare and update safety checklists and daily safety observation reports.
 - Support in maintaining compliance documentation required by statutory authorities or clients.
 
4. Accident / Incident Reporting
- Assist in the reporting and investigation of near-misses, incidents, and accidents.
 - Record causes and recommend corrective/preventive actions.
 - Follow up to ensure implementation of preventive measures.
 
5. Fire & Emergency Preparedness
- Conduct inspections of fire-fighting equipment, first aid kits, and emergency exits.
 - Support in organizing emergency drills and ensure participation by all staff and workers.
 - Ensure proper signage, barricades, and safety markings are in place.
 
6. Environmental & Housekeeping Monitoring
- Monitor waste disposal, dust suppression, noise levels, and other environmental aspects at the site.
 - Ensure housekeeping is maintained across all work areas and material storage zones.
 - Report environmental hazards or non-conformities to the HSE Officer.
 
7. Coordination & Communication
- Coordinate with the project site team and subcontractors to ensure HSE compliance.
 - Report daily to the HSE Officer and assist in monthly HSE performance reports.
 - Encourage and promote a safety-first culture among workers and supervisors.
 
Key Skills & Competencies:
- Knowledge of construction safety standards (IS codes, OSHA, NBC, etc.)
 - Strong observation and reporting skills
 - Effective communication and leadership skills at site level
 - Ability to identify hazards and suggest control measures
 - Basic computer skills (MS Office / Excel / Word)
 
Qualification & Experience:
- Qualification: Diploma / Degree in Engineering (Civil preferred)
 - Certificate / Diploma in Industrial Safety (recognized by Government / NSDC / RLI)
 - Experience: Fresher or 0–2 years in HSE at civil construction / infrastructure sites
 
Work Location: Construction Project Site
Working Hours: As per site schedule (including extended or weekend shifts if required)
