Essential Job Functions:
The Judiciary Clerk is an entry level clerical position performing duties in all areas of the Civil Department for Washington County Circuit Court. The incumbent of this position processes new civil and family cases by initiating cases and issuing appropriate paperwork. Assists the public, attorneys, and court agencies and staff by providing information about the status of cases and procedures. Performs backup courtroom clerk duties and civil marriage ceremonies, as needed. Performs any other duties as assigned by Supervisor and Management staff.
Essential Duties and Responsibilities:
Opens and processes new and reopened cases received in paper as well as through file & serve system; monitors due dates for Motions, etc. and forwards to appropriate personnel through Odyssey system. Processes orders and other pleadings and documents received through the Odyssey system.
Assists the public, attorneys, court agencies, and staff by providing information about the status of cases and about court procedures. Research customer inquiries about cases and billing matters. Processes requests for file from Maryland State Archives.
Performs the following courtroom functions in both civil and family cases: Administers oath to witnesses and interpreters. Marks and records exhibits in open court. Ensures that proceedings of court activity are recorded in a clear, concise, and legible manner. Calculates court costs and fees and create financial groups. Provides administrative assistance to Judges and Magistrates, as required. Performs duties as a courtroom clerk in domestic violence hearings; processes petitions and orders in the DV-Office & DV-Courtroom system.
Works with the Family Services Coordinator in processing files for review and coordinate emergency custody requests. Works with the Assignment Office in coordinating court dates and future hearings for domestic violence hearings. Works with law clerks in processing of civil motions.
Replaces customer forms, works with JIS on technical support issues, prepares daily court dockets on a rotating basis and monitor reports generated through Odyssey system. Performs occasional marriage ceremonies.
Minimum Qualifications:
Education:
High School diploma (or GED equivalent).
Experience:
One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services
Note:
A bachelor's degree may substitute the required work experience. A Paralegal/associate's degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills, and Abilities:
Knowledge of:
General office practices, procedures, and equipment.
Standard legal forms and documents used in the Judiciary.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Skill in:
Customer service and handling problems tactfully and patiently.
Accuracy and attention to detail.
Ability to:
Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
Use and maintain alphabetical and numerical filing systems.
Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Understand and abide by departmental rules, regulations, and procedures.
Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.
Follow procedures, verbal and written instructions, and protocols for any given assignment.
Use proper grammar, punctuation, and spelling.
Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
