osition Title: Junior Procurement Engineer / Material Engineer

Department: Procurement / Supply Chain / Projects

Reports To: Procurement Manager / Project Manager

Role Overview:

The Procurement Engineer / Material Engineer is responsible for managing the sourcing, procurement, and supply of construction materials, equipment, and services in line with project specifications, budget, and schedule. The role ensures that all materials conform to technical standards, project requirements, and quality benchmarks while maintaining strong supplier relationships and achieving cost-effectiveness.

Key Responsibilities:

  • Review project specifications, drawings, and BOQs to identify material requirements.
  • Prepare and issue Request for Quotation (RFQ), evaluate supplier offers, and conduct techno-commercial comparisons.
  • Negotiate with vendors and subcontractors to ensure best value, terms, and delivery.
  • Ensure all procured materials comply with technical specifications, standards, and quality requirements.
  • Coordinate with engineering and project teams to obtain approvals and resolve material-related issues.
  • Develop and maintain approved vendor lists and supplier database.
  • Monitor material delivery schedules to align with project timelines.
  • Track purchase orders and ensure timely delivery to site.
  • Coordinate with logistics and warehouse teams for shipping, customs clearance, and storage.
  • Prepare procurement status reports and updates for management.
  • Support cost control by identifying opportunities for value engineering and cost savings.
  • Ensure compliance with company procurement policies, procedures, and ethical standards.

Qualifications & Skills:

  • Bachelor’s Degree in Engineering (Civil / Mechanical / Electrical) or Supply Chain Management.
  • 7–14 years of experience in procurement or materials engineering within construction or infrastructure projects.
  • Strong knowledge of construction materials, equipment, and technical specifications.
  • Familiarity with procurement processes, contract terms, and supply chain management.
  • Proficiency in ERP systems (SAP / Oracle) and MS Office.
  • Strong negotiation, communication, and vendor management skills.
  • Ability to work under pressure and meet deadlines.
  • Knowledge of international standards (ASTM, BS, ISO, etc.) is a plus.
  • Fluent in English (Arabic is an advantage).
