Purpose:
Reporting directly to the Technical Support Manager, in Developing and implementing an asset management plan, monitoring asset performance and risk management. Should act as the Subject Matter Expert to manage identification of Root Causes and resolving Plant related Technical Issues.
To manage long and short term maintenance activities associated with defects and planned maintenance programs, TILs, through a team of site based engineers.
The position holder will be responsible for the development of the long- term engineering strategy for the plant (Operations & Maintenance) and the development of a capable engineering & maintenance team. Coordinate with Project company for completing CAPEX and OPEX projects.
Ensure the plant meets availability, reliability, efficiency, generation and cost targets, safely and within strict environmental limits.
Functions/ Task:
Safety, Quality & Environment

Responsible to ensure compliance of IMS.

Ensure Company Health, Safety, and Environmental policies and procedures are followed.

Participate in internal/external Health, Safety, Environmental and Quality audits and acts on any relevant findings
Engineering
-
To provide guidance to the maintenance team after detailed analysis of problem pertaining to (mechanical, electrical and I&C) areas.

Develop and strategize the working structure & procedure for Assessment, Analysis & Recommendation of Preventive Measures.

To provide support to the O&M team for the safe, reliable and efficient operations of the plant.

Develop strategies for the development and implementation of policies, standards and procedures for the engineering and technical work performed.

Oversee development needs and maintenance of staff competence in required areas.

Responsible for preparing the strategic planning about the maintenance requirements and manage budget of TS department.

To make sure that safe working conditions are prevailing during the operations and maintenance of the plant.

Management of the long term service agreement with respect to planned and unplanned outage service of gas turbines.

Support the TS manager in Successful implementation of routine plant maintenance.

Support the TS manager in Successful preparations and completion of planned shutdown.

Implement engineering practices in accordance with OEM and international standards.

Support the TS manager in development and implementation of Long Term engineering strategic plan.

Life cycle management for all major plant systems and authoring technical reports.

Support the TS manager in Safe and efficient delivery of high levels of commercial availability within environment limits.

Make decisions, or assist others to make decisions, to resolve plant maintenance problems with immediate, medium and long term consequences.

Deliver outcomes, in all areas of work, consistent with the Quality, Health, Safety, and Environmental policies and procedures are implemented and carries out.

Manage the engineering competence and develop appropriate succession plans for key engineering staff.

Provide guidance to resolve complicated and critical technical operational and maintenance issues.

Provide guidance to the team for the efficient utilization and management of resources (manpower and other resources) for the safe, reliable and efficient plant operations.

Provide planning and coordination among the operations and other teams regarding the routine preventive and predictive maintenance requirements.

Monitoring the progress and quality of work orders in CAPEX and OPEX.

Ensure that efficiency and availability targets re effectively communicated and achieved.

Ensures all procedures, documentation, drawings, and manuals are kept it to date and necessary training is completed in a timely manner.
People Management

Maintaining high standards of management, ethics and leadership.

Takes a lead role in implementing performance management processes by setting objectives and targets for the individuals and performing periodical reviews. Provide coaching to individual’s in achieving the set targets whenever necessary.

Reporting and Planning and Budgeting

To meet with the monthly regional reporting requirements.
Spares, Consumables and Use of Tools and Equipment

Ensures all tools and equipment are appropriately maintained and are in good working condition
Provision of technical advice:

Delivers technical advice to colleagues and Contractors to maintain a high standard of safety and the proper execution of Plant Maintenance Practices

Applies engineering knowledge and skills to review and update work instructions.

Implements initiatives to address inconsistencies in CMMS scheduling, practices and documentation.
Frame works, Boundaries, & Decision Making Authority:

The job holder operates under the general guidance of the Technical Support Manager on issues related to Plant Maintenance & Operations and team management.

The job holder is free to plan and manage own areas of activity within policy/procedural boundary limits Any extraordinary issues arising outside of set policies and procedures are referred to the Plant General Manager and leadership for discussion and approval of recommended actions.
