ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Procurement Manager to lead and manage complex solicitations, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), and contracts. Plans and solicitations through award, execution, vendor performance oversight, contract spend management, and closeout. Leads and supervises procurement staff procurement staff on best practices, procurement strategies, and contract management. Collaborates with stakeholders to define procurement needs, develop specifications, and ensure alignment with budget and operational goals. Develops and issues bid documents, evaluate vendor responses, and facilitate selection processes in compliance with applicable laws and organizational policies. Bridges procurement strategies with operational delivery to ensure citywide procurement activities are timely, competitive and meet the evolving needs of internal stakeholders. Develops and implements procurement strategies to achieve cost savings, quality improvements, and supplier diversity goals. Monitors market trends, research potential suppliers, and evaluate new opportunities to enhance procurement outcomes. Acts as advisor to Procurement Coordinator and staff to ensure project timelines, scopes and solicitation methods are well-structured. Oversees procurement reporting, metrics, and analysis to measure performance and identify areas for improvement. Review and finalize procurement documents for quality assurance and regulatory compliance. Supports budgeting and forecasting activities related to procurement spend. Creates and implements performance dashboards and process improvement metrics to report on cycle times, compliance issues and sourcing efficiency. Serves as escalation point for Division issues, vendor protests, or non-standard purchase requiring policy interpretation. Drives continuous improvement by implementing best practices in sourcing, negotiation, and vendor management.

TYPICAL PHYSICAL CONDITIONS: Must be able to communicate clearly both verbally and in writing with vendors, contractors, and staff members at all levels. Requires the ability to operate general office equipment such as a computer, calculator, telephone, fax, and copier.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Business or Public Administration, Supply Chain Management, and seven (7) years of experience in progressive procurement or contract management experience with five (5) of the seven (7) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Working knowledge of procurement regulations, competitive bidding processes, and contract law preferred. Working experience managing RFPs, RFQs, and large-scale contracts preferred.
