Lead Procurement Engineer

DUTIES AND RESPONSIBILITIES

• Prepare procurement plan for receiving and tracking of project materials with project management, project controls and engineering that optimize quality, cost, and timely delivery criteria.
• Distribute the work load on the team members and ensure the output efficiency.
• Manage, coordinate & monitoring the procurement team and their tasks ensure complying with procurement department process.
• Set the priorities of tasks for each team members based on the project requirements.
• Interview prospective suppliers either face-to-face or over the phone to determine prices, discounts, terms, etc.
• Analyse and evaluate all purchasing requisitions to ensure clarity and completeness in description of material and equipment.
• Prepare and issue requests for quotations to qualified vendors as per approved vendor list.
• Interview prospective suppliers either face-to-face or over the phone to determine scope, prices, discounts, terms to ensure that target prices, company’s terms and conditions are met.
• Review the received technical and commercial offers, prepare comparative analysis and coordinate with technical departments that all clarifications are cleared.
• Prepare the approval form and getting the required signatures.
• Prepare purchase orders complying with received PRs and in accordance with selected suppliers, price and technical approval.
• Evaluate supplier performance
• Provide updates about procurement related progress and potential delays on a weekly basis.
• Maintain positive working relationships with strategic suppliers

REQUIRED FUNCTIONAL QUALIFICATION

Basic Requirements:

• Bachelor’s degree in Engineering field, Mechanical, Electrical, Civil.
• Understanding of construction industry processes and procedures with hands on experience procurement, contracts or project management.
• +8 years of experience in negotiating with suppliers and subcontractors.

Preferred Requirements:

• Minimum of 4 years of experience in the field of power plant, high voltage substations or water treatment.
• Teamwork and analytical skills.
• Ability to manage multiple concurrent tasks, work under pressure with challenging deadlines while delivering high quality results.
• Must have good computer skills.
• Very Good command of English.
