Job Summary:
The Learning & Development Manager is responsible for designing, implementing, and managing training and talent development programs that enhance the technical, behavioral, and leadership capabilities of employees at all levels. The role focuses on building a performance-driven culture across construction sites, head office, and support departments by aligning learning initiatives with business goals, project requirements, and regulatory compliance.
This position requires a deep understanding of construction operations, workforce skill development, competency frameworks, and UAE labor and safety standards.
Key Responsibilities:
- Develop and implement the company’s annual L&D strategy aligned with organizational objectives and workforce planning.
- Conduct comprehensive training needs analyses (TNA) across departments and projects to identify technical and behavioral skill gaps.
- Establish competency matrices for various functions — including engineering, site supervision, HSE, QA/QC, and support staff.
- Design and manage structured learning programs covering technical skills, safety compliance, leadership, and soft skills.
- Coordinate with external training providers, certification bodies, and government institutions (e.g., MOHRE, KHDA, IOSH, NEBOSH).
- Develop induction and onboarding programs for new hires and graduate engineers.
- Introduce blended learning methods (classroom, e-learning, on-the-job training, and toolbox talks).
- Implement site-based learning plans addressing construction productivity, quality, and safety performance.
- Collaborate with Project Managers and HSE teams to ensure workers and supervisors receive regular safety and trade-specific training.
- Support upskilling of foremen, supervisors, and engineers for career progression.
- Design and roll out leadership development programs for mid-level and senior managers.
- Support succession planning through structured talent reviews and individual development plans (IDPs).
- Facilitate mentoring, coaching, and cross-functional development initiatives.
- Measure training effectiveness through post-training assessments, feedback surveys, and performance metrics.
- Maintain L&D dashboards, KPIs, and compliance records for internal and external audits.
- Optimize training budgets and recommend cost-effective solutions for maximum impact.
- Ensure all mandatory and statutory trainings (e.g., HSE, first aid, fire safety, scaffolding) are conducted and documented per UAE regulations.
- Maintain training records in ERP or HRIS systems and prepare monthly reports for management review.
Qualifications & Experience:
- Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree preferred).
- Minimum 10–15 years of progressive HR or L&D experience, preferably within the construction or engineering sector in the UAE/GCC.
- Strong knowledge of adult learning principles, competency-based frameworks, and training design methodologies.
- Experience in implementing e-learning platforms or digital learning systems.
- Excellent communication, facilitation, and stakeholder management skills.
- Certification in L&D, Training Management, or Instructional Design (e.g., CIPD, ATD, SHRM) is an advantage.
