Hourly Compensation Range: $22.50 - $26.00 DOE

The Office of the Attorney General (OAG) is accepting applications to fill a Legal Assistant position in the Medicaid Fraud Control Unit (MFCU) of the Criminal Division to perform paraprofessional legal and clerical work. MFCU is responsible for the investigation and prosecution of alleged fraud and/or abuse within the State of Kansas’ Medicaid program. A successful candidate will be highly organized, detail-oriented, self-motivated, punctual, and capable of working with a high degree of accuracy. Working collaboratively in a team environment with a positive, make-it-happen attitude and a willingness to assist others is essential. A strong candidate will also be able to demonstrate interest and initiative in improving the work of the MFCU.

PRIMARY DUTIES

Under supervision of the MFCU Director/First Assistant Attorney General, the individual selected to fill this position will perform duties to include, but not limited to the following:

  • Assist with preparation of and maintain official case investigation files and official prosecution files of the unit.
  • Assist in drafting, proofreading and filing legal documents in connection with criminal proceedings in state courts.
  • Maintain and update our electronic document management system (LawBase) and scan documents for electronic storage.
  • Manage case documents within case management system (iManage).
  • Maintain calendar with activities of each assigned case.
  • Assist attorneys in preparation and execution of trial-related litigation, including distributing discovery, coordinating sequence of witnesses, preparing trial notebooks (exhibit list, etc.) and obtaining prepared demonstrative exhibits.
  • Assist attorneys during evidentiary hearings and trials with coordination, which will include some travel.
  • Work with the agency’s fiscal office in the performance of accounting functions for the unit and in meeting the financial and related federal grant reporting requirements.
  • Deposit warrants received from various sources and keeps accurate accounting records.
  • Review federal and state policies and procedures impacting financial and accounting procedures, and develop recommendations.
  • Support the Director in preparing the federal and state budgets for the unit.
  • Support the Director in preparing federal and state annual reports and complete quarterly reports as necessary to comply with federal reporting requirements.
  • Submit information to the Healthcare Practitioners data base as required.
  • Prepare and submit required paperwork to Health and Human Services Office of Inspector General (HHS-OIG) for investigation and consideration of exclusion.
  • Coordinate and conduct witness support activities that include preparing subpoenas and scheduling witnesses for motion and trial preparation.
  • Coordinate with Victim/Witness Specialist to notify victims or their family members concerning court activities.
  • Arrange travel and prepare travel vouchers for prosecutors and/or witnesses.
  • Assist research analysts with data entry as needed.

TRAVEL: The primary work location for this position is at 120 SW 10th Street, Topeka, Kansas. Occasional travel, both in-state and out-of-state, will be required. A valid driver’s license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.


QUALIFICATIONS

  • A minimum of two (2) years of experience as a legal assistant, paralegal, or legal secretary in a legal office setting with a preference for criminal law experience.
  • Proficiency with Microsoft Office and Adobe Acrobat Pro.
  • Exceptional organizational and communication skills are required.

PREFERRED REQUIREMENTS

  • Four (4) years of experience as a legal assistant, paralegal, or legal secretary in a legal office setting.
  • Experience working in a customer service-oriented environment.
  • Experience working with an electronic document management/case management system.
  • Experience with electronic discovery.
  • Experience with electronic filing, including eFlex.

Post-Offer, Pre-employment Requirements

  • As a condition of employment, candidate(s) are subject to a pre-employment screening process to include a fingerprint and name-based criminal history records check and reference/background check of past and present employers. The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements.
  • In this position, you would be authorized access to private information to the extent necessary to perform the assigned duties. Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be cautious not to release this information to the public or other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know. Any questions regarding releasing such information to another person should be directed to the employee’s supervisor.
  • State of Kansas Tax Clearance Certificate. A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the Office of Kansas Attorney General. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
