About Etijah
Youth and Development Consultancy Institute – Etijah is a non-profit organization specializing in developing, improving, and disseminating development methodologies in youth and community development.
Based in Cairo, Etijah’s primary concern is to create and tailor up-to-date and high-quality development methodologies, research tools, applicable practices of youth development, and training delivery models, to be able to qualify youth by providing them with the skills, know-how, and aptitudes, as well as contribute to building the capacity of governmental and non-governmental youth-serving organizations. Our role is to provide youth with direct access to unconditional participation by providing practical tools and models for developing community-wide initiatives.
Program Background
BEDAYAT Project is a UNHCR-funded livelihood and economic inclusion intervention implemented by Etijah in Greater Cairo. The project aims to enhance economic self-reliance, promote social cohesion, and support sustainable integration of Sudanese refugees, other refugees, and host community youth (18–35 years) through three integrated tracks: self-employment, wage employment, and social cohesion activities.
Over the project period, the project targets 500 direct beneficiaries, including 200 self-employment participants, 50 wage-employment beneficiaries, and 250 participants in social cohesion initiatives, with a strong focus on women, persons with disabilities, and protection cases. The project combines business development training, job matching, seed support, mentorship, arts-based social cohesion activities, and a robust monitoring and evaluation system aligned with UNHCR platforms and standards.
Duties And Responsibilities

Project Management & Coordination
-
Lead the overall planning, implementation, and supervision of project activities across self-employment, wage employment, and social cohesion tracks.

Develop and regularly update detailed workplans, timelines, and activity schedules in line with the approved project narrative.

Coordinate closely with Etijah technical teams, field staff, and partners to ensure integrated delivery across locations in Greater Cairo.

Ensure efficient use of project resources and adherence to approved budgets and operational procedures.

Technical Oversight – Self-Employment Track
-
Oversee the selection process of self-employment beneficiaries using the approved scoring-based criteria.
-
Chair and lead the Business Committee, ensuring transparent, fair, and technically sound evaluation of business plans.

Coordinate business development trainings, mentorship, and networking activities.

Supervise the provision of seed support and ensure alignment with approved business plans and sustainability objectives.

Monitor business progress and ensure continuous follow-up and coaching support.

Technical Oversight – Wage Employment Track

Lead partnerships with private sector actors, employers, and service providers to facilitate job placement and internships.

Oversee delivery of employability skills training, job readiness sessions, and job matching activities.

Ensure workplace compliance, including labor standards, liability measures, and safe working conditions for placed beneficiaries.

Supervise post-placement follow-up and on-the-job support to ensure retention and successful integration.

Social Cohesion & Community Engagement

Supervise the implementation of arts therapy, community dialogue sessions, and collaborative cultural activities.

Ensure social cohesion activities effectively engage both refugees and host community members and promote peaceful coexistence.

Coordinate with relevant ministries, CBOs, and community stakeholders to strengthen outreach and participation.

Monitoring, Evaluation, Accountability & Learning (MEAL)
-
Ensure implementation of the project M&E framework using KOBO, RAIS, and UNHCR Activity Info platforms.

Monitor key indicators related to sustainability, employment retention, and social cohesion outcomes.

Coordinate regular data collection, beneficiary feedback mechanisms, and satisfaction surveys.
-
Use monitoring findings to inform adaptive management and improve project quality.

Reporting & Compliance
-
Lead preparation and submission of narrative and activity reports to UNHCR in line with agreed timelines.
-
Ensure compliance with UNHCR policies, including protection principles, PSEA, data protection, and accountability standards.

Serve as the primary focal point for UNHCR coordination related to project implementation and reporting.

Team Leadership & Capacity Building

Supervise project staff and consultants, providing technical guidance and performance oversight.
-
Foster a collaborative team environment and ensure adherence to Etijah’s internal policies and safeguarding standards.
Job Requirements
-
Bachelor’s degree in political science, Business Administration, Economics, or relevant fields. Master’s degree is favored for this position.

A minimum of 8 years of work experience in Livelihoods, Enterprise development, employability or other similar projects in the Egyptian Context. Previous work experience in NGOs is an asset.

Demonstrated experience in staff management

Excellent verbal and written communication skills;

Excellent command of English and Arabic is a must;

Demonstrated Experience in MS Office package (Excel, Word, PowerPoint)
