Local Consultant (KSA) – Modular Refinery / Terminals

Contract assignment (3–5 weeks)

petenco is seeking a Saudi Arabia–based consultant to collect and validate on-the-ground information for a potential modular refinery initiative in Yanbu. The assignment is short, very practical, and intended for someone who already understands how permitting, land/lease, port and terminal services, and local stakeholders work in the Western Province.

Support petenco in validating the local, regulatory, commercial, and infrastructure conditions for a modular refinery initiative in Yanbu, KSA. This is a short, targeted assignment for someone who already knows how things actually work on the ground and has the local contacts to prove it.

The Role

We are looking for an experienced, KSA-based consultant to collect, document, and validate local information in and around Yanbu related to permits, land/lease options, terminal and port services, utilities, and key stakeholders for a potential modular refinery setup. This is not a full feasibility study. The output is an operational information pack we can use for internal decision-making.

What you will do

• Map investment and permitting pathways for a foreign/international investor in Yanbu, including authorities, steps, documents, cost and time estimates.
• Gather and validate commercial terms for land/long-term lease, tank rental, berth/throughput, logistics, and utilities and present them in structured tables.
• Identify and list relevant government entities, industrial zones, terminals, tank companies, berth operators, and local legal/tax/HSE advisers, with contact details and ability to arrange initial introductions.
• Document risks, gaps, and next steps, including typical timelines for key approvals.
• Deliver a concise 20–30 page information pack (plus annexes: permits/pathways matrix, pricing tables, stakeholder map, Q&A log, sources).

What you bring

Must-have

• Currently based in Saudi Arabia, with documented experience collecting local information for refinery, terminal, tank farm or petroleum products import/export projects, preferably in Yanbu or the Western Province.
• Practical familiarity with investment/land/port processes in Yanbu (what is written and what actually happens).
• Existing local network and ability to follow up with government bodies, port/terminal operators and zone authorities.
• Strong documentation skills (English; Arabic for source collection) and transparent methodology (sources, dates, supporting docs).
• Availability to deliver within 3–5 weeks.

Nice-to-have

• Experience supporting modular/refinery relocation projects.
• Prior work with international investors or EPC/EPCM firms in KSA.

Location & type

KSA-based (Yanbu, Jeddah, Madinah or nearby acceptable). Field/office hybrid as needed to collect information. Contract / project-based assignment (3–5 weeks).
